The Role Responsibilities

Strategy

As an independent second line risk control function, execute the relevant aspects of the Compliance framework through robust independent risk control and the provision of specialist advice and constructive challenge in a manner proportionate to the nature, scale, and complexity of the Group\xe2\x80\x99s business.
Participate in initiatives aimed at delivering Compliance Surveillance strategy.

Business

  • Assist in building and maintaining an effective and constructive relationship with all key business and functional stakeholders that is based on trust, capability and integrity, providing timely, responsive and quality regulatory compliance advice and guidance to enable the business and functions to meet their objectives.
  • Exercise good judgement when facing ambiguity, and willingness to take on challenges.
  • Articulate sound analysis leading to conclusion and show ability to escalate issues based on objective analysis.
  • Provide guidance to Compliance Surveillance Analysts on alert investigation process in line with the Compliance Surveillance Procedures and DOIs.
  • Provide support to Compliance Surveillance Process Owners and Product Leads.
  • Ensure continual communication and dialogue with your team via 1-1\xe2\x80\x99s and team meetings, such that the team remained challenged and focused. Encourage the team to aspire to be Surveillance champions via well-structured goals and plans.
Processes
  • Exercise supervision over Analysts\xe2\x80\x99 BAU activities in line with Compliance Surveillance AAA Model, including but not limited to alert allocation and disposition, alert aging, RFI process, escalation of risks, etc.
  • Identify and nurture key talent, identify and address Analysts\xe2\x80\x99 emerging performance issues.
  • Perform ad hoc investigations or deep dive into cases where warranted or requested by management.
  • Evaluate and independently assess the circumstances of each case, and logically conclude based on the circumstances of the case, before proposing closure or escalation.
  • Proactively support and challenge the Group\xe2\x80\x99s businesses and functions to exhibit appropriate conduct, comply with regulatory and Compliance requirements and strive to achieve fair outcome for the Group\xe2\x80\x99s clients.
  • Ensure the provision of ongoing training and development of people (including new joiners) and ensure that holders of all critical functions are competent, suitably skilled and qualified for their roles ensuring that they have effective supervision in place to mitigate any risks.
  • Provide high level support to other streams of work if and when there is a business need.
  • Assist in managing attrition and ensuring the team under supervision is adequately resourced.
Risk Management
  • Support control checks approved by Operational Risk Framework (ORF) and be accountable for identification and escalation of potential risks and issues to senior management through appropriate governance channels and the Quality Assurance framework.
  • Inform senior management and relevant regulators of serious regulatory breaches (or where risk tolerances have been breached) and ensure that actions are taken quickly to remediate and / or activities are ceased.
Regulatory and Business Conduct
  • Display exemplary conduct and live by the Group\xe2\x80\x99s Values and Code of Conduct.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.
Key Stakeholders
  • Support effective and timely communication along with collaboration cutting through functions and business.
  • Maintain good working relationships with the CFCC Advisory, as well as Front and Back office operations.

Our Ideal Candidate
  • 5 - 10 years of relevant work experience in the financial industry, preferably Surveillance / Compliance / Regulatory / Sales, Trading and Customer Relationship.
Analysis Skills and Inquisitive Mindset
  • Able to analyse data trends and out of pattern activities, able to independently assimilate, analyse, and evaluate information from disperse data sources to determine a course of action (e.g. case closure or escalation), and record and communicate this decision clearly and concisely.
  • Familiarity with concepts and relevant regulations on Market Abuse, Suitability and appropriateness.
Banking
  • Knowledge in terms of customers, operations, products, and transactions.
  • Excellent communication in English (articulation and writing); additional language capabilities in particular Mandarin, Cantonese, Bahasa, Korean considered an asset.
  • Working knowledge of MS Office Suite.
