About the Role
We are seeking an experienced Test Program Manager to lead and govern domain-wide testing strategies and operations for Quarterly Release and L3 Support within the financial services industry. This role requires strong expertise in core banking and cards systems, proven experience in managing large-scale testing programs, and the ability to oversee multiple test managers and teams of 20+ resources. The successful candidate will manage budgets, vendor relationships, and performance metrics while ensuring compliance with organizational standards and regulatory requirements.
Key Responsibilities
Domain-Level Test Management and Governance

  • Define and lead domain-wide test strategy, including functional testing, automation, test phases, and tools.
  • Champion delivery of test services and ensure operational excellence across projects.
  • Establish and monitor domain-wide quality metrics (e.g., defect leakage, test coverage, release readiness).
  • Review and approve test artefacts from service vendors.
  • Communicate scope changes and drive impact planning with stakeholders.
  • Ensure compliance with Test Governance Framework and audit readiness.
Stakeholder Reporting & Communication
  • Deliver executive-level reporting on test status, risk posture, and domain quality to senior management and stakeholders.
  • Act as escalation point for major quality or testing issues beyond Test Manager resolution.
  • Engage stakeholders to align testing services with objectives and demand.
Budget & Resource Management
  • Manage domain-level test budget and optimize resource utilization.
  • Allocate shared test resources (performance engineers, test environments) across projects based on priority.
  • Conduct quarterly vendor performance reviews and maintain strong vendor relationships.
Risk & Interdependency Management
  • Identify and manage cross-application/domain testing risks and dependencies.
  • Resolve resource conflicts and competing priorities across test teams.
Process & Tooling Standardization
  • Drive continuous improvement in testing processes, methodologies (e.g., shift-left, Agile/DevOps), and tools.
  • Ensure compliance with Software Delivery Management processes and standardized defect tracking across the domain.
Qualifications & Experience
  • Bachelor's degree in Computer Science, Information Technology, or related field; advanced degree with added advantage.
  • 15+ years of experience in software testing and quality assurance, with at least 5 years in a leadership role managing large-scale testing programs.
  • Proven track record in financial services industry, specifically in core banking and cards systems.
  • Experience managing multiple test managers and teams of 20+ resources across complex programs.
  • Strong expertise in budget management, vendor handling, and performance management.
  • Familiarity with Agile/Waterfall methodologies, test automation frameworks, and enterprise-level testing tools.
  • Excellent stakeholder management, communication, and leadership skills.
Preferred Skills
  • ISTQB Advanced Test Manager or equivalent certification.
  • Experience with regulatory compliance and audit processes in financial institutions.
  • Strong analytical and problem-solving abilities.
