Job Specification:



1. Bachelor's Degree in Quantity Surveying or equivalent;

2. Minimum 7 year's experience in tendering, procurement, and contract administration, with proven skills in sourcing, bid evaluation, and competitive negotiation;

3. Strong grasp of tendering and procurement, with skills in interpreting document, evaluating bids, benchmarking cost, and using procurement system;

4. Strong negotiation, communication, problem-solving, attention to detail, and the ability to work under pressure during tender deadlines;

5. Able to travel when required, with high integrity and strict adherence to procurement ethics and governance.

1. Tendering Description:



Lead the full tendering cycle, including sourcing, pre-qualification, tender preparation, evaluation, negotiation, and award. Ensure all procurement activities meet timeline, budget, technical, and compliance requirement. Conduct market surveys and cost benchmarking to secure competitive bids.

2. Supplier & Vendor Management:



Build and maintain strong relationships with suppliers, vendors, and contractors. Identify and onboard new supplier to expand the company's sourcing network. Monitor vendor performance and ensure adherence to quality and contractual obligations.

3. Contract Administration:



Prepare, review and administer contract, purchase agreements, and related documentation. Track contract milestones, variations, renewal, and compliance with internal policies. Support resolution of contractual issues, claim, or disputes.

4. Cost & Risk Control:



Analyze commercial proposals, compare bids, and highlight cost risks and opportunities. Support value engineering initiatives and cost-optimization strategies. Endure procurement decision follow governance, audit requirement, and ethical standards.

5. Reporting & Coordination:



Prepare tender evaluations, procurement report, and updates for management review. Work closely with project, finance, operation, and technical teams to support procurement needs. Maintain proper documentation, record, and audit trails for all procurement activities. Any ad hoc matter or assignment from time to time.
Salary will be commensurate with experience and qualification.
