Role Responsibilities

Background

Operational Resilience is a key strategic priority for our business and a significant component for the operations scorecard. From a regulatory perspective, our bank must prioritise the most important business services to our customers. This then allows the product and segment CEOs to set impact tolerances thresholds for those services and ensures the operational assets which support those services are built, maintained, changed in BAU with resilient service in mind and can continue to provide those services during crisis.

In addition to the regulatory expectation, a change is required to become 'resilient by design', this includes behavioural and cultural shifts, and it in line with our operating strategy and client obsession.

The purpose of this role is to embed operational resilience and create awareness, develop campaigns and roll out training on Operational Resilience for the bank's key stakeholders.

Key responsibilities of the role include:

Operational Resilience Change Management Strategy

  • Support the change management strategy for the programme to enable long term commitment to operational resilience
  • Manage external regulatory change landscape as it evolves within financial institutions
  • Engage and align with key industry forums and ensure aligned with strategic programme scope, objectives and deliverables
  • Raise awareness with business and functions to embed strategy and introduce resilience by design behaviours
  • Collaborate and coordinate with TDR Training and Awareness to create learning and awareness frameworks
  • Promote the importance of Operational Resilience through sustained, business relevant, and actionable Bank-wide training and awareness initiatives
  • Design with business stakeholders the mechanics to enable the Bank to embed operational resilience principles into prioritisation and investment decisions
  • Liaise with internal regulatory liaisons and auditors and provide information and relevant and adequate evidence where required.
  • Support reporting, communications and engagements to ensure Bank meets regulatory expectations
Operational Resilience Regulatory Implementation Programme
  • Support Change Management Lead to ensure pillars of Operational Resilience Programme comply to external regulatory requirements and align to internal Group policies, standards, guidelines & controls
  • Support and collaborate on key priorities and resolving impediments of the programme
  • Support programme governance (approvals, submissions), communications to senior management and key stakeholders across the bank (interactive learnings, briefings, monthly progress) promoting success stories linked to resilience by design
  • Support the successful delivery in alignment with the Bank's strategic direction
  • Support and ensure traceability to Operational Resilience regulations
  • Regularly elicit feedback and share lessons learnt to incorporate best practice in a timely manner with stakeholder groups across businesses/functions/regions
  • Mitigate overall delivery risk for the Programme by working closely with stakeholders
  • Manage and track open risks/issues until they are fully resolved/closed
Developing Capability and Supporting Success
  • Promotes new thinking, creative solutions and embed new ways of working across the Transformation team to ensure timely and effective delivery of the programme milestones including management of financial and operational risks
  • Promotes agile and lean start-up product development mindset
  • Facilitate on the job learning from current & previous experience by identifying and communicating transferable lessons, helping to embed these lessons, and encouraging best practice across the Transformation Team
Regulatory & Business Conduct
  • Display exemplary conduct and live by the Group's Values and Code of Conduct
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct
  • Contribute to the Operational Resilience function to achieve outcomes set out in Bank's Conduct Principles: Fair Outcomes for Clients; Effective Financial Markets; Financial Crime Compliance; The Right Environment
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters
Our Ideal Candidate
  • Experience in change management, engagement and communications, preferably in Financial industry
  • Competence in user-oriented understanding of Operational Resilience and comfortable with technical jargon
  • Strong written and communication skills, including advanced business writing/publishing - able to communicate issues and solutions clearly and concisely
  • Training and small group facilitation experience or qualifications preferable
  • Customer focused, people oriented
  • Bachelor degree in a related field
  • Ability to foster positive relationships with internal and external stakeholders at the appropriate level
  • Strong self-starter who can scope, plan and deliver their work. Proactive mindset
  • Ability to manage and prioritise multiple assignments
  • Data Analysis skills - able to analyse data & independently assimilate, analyse, and evaluate information from disparate data sets
  • Ability to work independently under tight deadlines and with a high degree of autonomy and initiative
  • Solid understanding on Operational Risk, Enterprise Risk Management frameworks and its components
  • Knowledge of banking operations, technological infrastructure and IT systems, broad understanding of banking industry, customers, functions, products and governing regulatory requirements would be a plus
  • Aptitude to acquire professional knowledge and educational accreditation in Operational Resilience
