The Role Responsibilities
Strategy

  • Support the Executive Director of Compliance Surveillance Governance and Controls in implementing the vision, strategy, direction set by Head of Compliance Surveillance for the surveillance function.
Business
  • Keep abreast of the Bank\xe2\x80\x99s business model and strategy and understand how they impact and influence the objectives and strategy of compliance surveillance, particularly in relation to governance and control.
  • Build and maintain effective and constructive relationships with key functional stakeholders based on trust, capability, and integrity, providing timely, responsive, and quality advice and guidance where appropriate.
  • Develop an in-depth understanding of key standards and regulatory requirements relevant to surveillance and help the function embedded relevant controls into its framework and processes.
Processes
  • Be a central point for surveillance Process Owners (PO) on the maintenance and monitoring of effective surveillance processes and controls, in line with the Bank\xe2\x80\x99s required standards, policies, and procedures which addresses compliance risks (excluding financial crime).
  • Guide surveillance POs in the application of a centralised, end-to-end risk assessment framework to assess gross and residual risks inherent in Compliance Surveillance processes, and continued oversight of the reviews of RCSAs.
  • Responsible for the conduct of control self-testing (CST) across the Programme.
  • Coordinate and oversee Third-Party Risk Management (TPRM) control reviews across circa 60 Country CFCC outsourcing requests to Group Compliance Surveillance, and on Group Compliance Surveillance intra-group GBS outsourcing arrangements across its rightshoring entities. Ensure consistency in submissions where applicable.
  • Support POs in the completion of operational resilience reviews and submissions across Compliance Surveillance Business Continuity Plans (BCPs) and their Business Impact Assessments (BIA) and on systems/ platforms (Security-BIA). Ensure consistency in submissions where applicable.
  • Oversee the quality of updates on initiatives or remediation plans across a range of reporting channels (e.g., Periscope, M7, etc) prior to upload.
  • Refresh the surveillance Procedure and relevant DOIs where applicable.

  • Adopt and apply good values in working relations with stakeholders, team colleagues and peers.
  • Establish close links with colleagues across group, region, country, achieve common platforms and work plans, and implement a One Bank approach to goals and deliverables where applicable.
  • Build the appropriate compliance culture and values, working in collaboration with risk and control partners.

Risk Management
  • Provide regular line manager updates on all surveillance governance matters and escalate risks quickly where applicable so that timely remediation actions can be taken.
  • Understand the specifics and significance of horizon risks on surveillance and its governance.
  • Complete the submission of risk reviews such as SG PRR, GOI, SLAs, RCSA, etc accurately and in a timely manner.
  • Provide regular updates on surveillance governance matters and escalate risks quickly where applicable so that timely remediation actions can be taken.
  • Assist the line manager in the assessment of robustness of the compliance surveillance model and framework and identification of gaps or areas at-risk.
  • Lead on ad hoc outsourcing checks such as country periodic risk reviews (PRR).
Regulatory and Business Conduct
  • Display exemplary conduct and live by the Group\xe2\x80\x99s Values and Code of Conduct.
  • Effectively and collaboratively identify, escalate, mitigate, and resolve risk and CFCC matters.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across the Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.

Our Ideal Candidate
  • Knowledge of products and segments, and business/ banking models
  • Background in controls and governance
  • 3 or more years of compliance, audit, or operations risk experience
  • Critical thinking abilities to identify failure points, operational risks, and the ability to propose solutions
  • Demonstrated knowledge of Financial Markets products and emerging trends / themes in FM and Banking businesses
  • Ability to foster positive relationships with key stakeholders
  • Ability to deliver outcomes efficiently despite complexity and ambiguity and work independently
  • Demonstrated relationship building skills - both internal and external
