POSITION SUMMARY:The Senior Indirect Buyer is responsible for managing the procurement of indirect goods and services to support operations in Western countries. This includes sourcing, negotiating contracts, managing suppliers, and ensuring compliance with international logistics regulations, banking requirements, and tax laws. The role requires a deep understanding of cross-border procurement processes, regional regulations, and cost optimization strategies to ensure seamless and compliant operations.RESPONSIBILITIES:Procurement StrategyDevelop and implement procurement strategies for indirect categories such as IT, marketing, facilities, MRO, and professional services in Western markets.Conduct spending analysis to identify cost-saving opportunities and drive continuous improvement in the procurement process.Supplier ManagementSource, evaluate, and manage suppliers in Western countries, ensuring they meet quality, cost, and delivery requirements.Foster long-term partnerships and lead supplier performance reviews.Contract Negotiation and ManagementNegotiate contracts in compliance with Western legal standards and business practices.Draft, review, and manage supplier agreements, ensuring risk mitigation and compliance with international laws.Tax and Compliance ManagementEnsure compliance with Western tax regulations, including VAT, withholding tax, and other applicable taxes.Collaborate with finance and legal teams to ensure tax obligations are accurately calculated and reported.Manage supplier payments while adhering to Western tax withholding requirements.Stakeholder EngagementCollaborate with Western-based stakeholders to understand their procurement needs and provide tailored solutions.Serve as a liaison between local and global teams, ensuring alignment with business goals.Market and Compliance ExpertiseStay updated on Western market trends, cost structures, and regulatory changes, including tax policies.Ensure adherence to Western procurement regulations, anti-corruption laws, and company policies.System and Data ManagementUtilize SAP, Ariba, or other ERP systems to manage procurement processes and generate reports for global audits.Maintain accurate and transparent procurement and tax-related records.Adhere to organizational requirements on quality management, health and safety, code ofconduct, legal stipulations, environmental, 5S policies and general duty of care.Maintain confidentiality of all information related to the production processes and components,business and other technology including materials.Others duties as assigned.WORK ENVIRONMENT:Location: Penang Science Park, Simpang Ampat Penang.Works in a standard office environment and uses general office equipment (telephone, PC, copier, fax machine, etc.).Can work under pressure.Ability to work across different time zones.QUALIFICATIONS:Strong outstanding negotiation with commercial sense, communication, and stakeholder management skills.Adept at fostering collaboration, with strong interpersonal skills to navigate and resolve challenges in cross-functional environments.Cultural sensitivity and ability to build relationships across regions.Fluency in English (written and verbal) is mandatory. Mandarin is secondary.Result-oriented, ability to execute and deliver results.Excellent analytical skills and good command on computer skills.EXPERIENCE:Essential:Minimum 5-7 years of experience in indirect procurement, with at least 3 years managing Western market purchases.Proven experience with managing tax-related compliance, such as VAT and withholding tax, in Western countries.Global Experience: Demonstrated expertise in handling cross-border procurement operations and compliance with Western standards.With strategic vision and over 3 years' management experience in multinational organizations.Proficiency in ERP systems - SAP.EDUCATION:Bachelor Degree in Business Administration, Purchasing / Material Management or equivalent education and/or related experienceWHY TO JOIN US?As part of our total rewards philosophy, we believe in offering and maintaining competitive compensation and benefits programs for our employees to attract and retain a talented, highly engaged workforce.
