Provide technical support in electrical discipline mainly on Commissioning Start-Up (CSU) & Operation Readiness (OR) area to ensure CSU deliverables are meet the specific project requirement. Ensure that CSU performance/quality meets customer and HSSE requirements that systemization, CSU plan and resources, pre-commissioning, commissioning, and start-up meet corporate and industry guidelines.
  • To lead/perform the electrical system pre-commissioning, testing, and commissioning activities of all Shell premise plant including High Voltage and Low Voltage electrical systems (onshore & offshore) and ensure all construction & pre-commissioning ITRs (check sheets) are witnessed and signed off in accordance with project technical requirement and company HSSE standards.
  • To ensure that the site electrical facility/equipment and person comply to company Electrical Safety Rule (ESR) and local statutory requirement such as Electrical Inspectorate Unit (EIU) or Suruhanjaya Tenaga \xe2\x80\x93 Energy Commission (SP).
  • To establish completion management system definition & demarcation, priority, and prepare/update ITRs (check sheets) overview based on approved guideline for electrical commissioning activities. Also able to the generating/updating ITRs (check sheet).
  • To lead the electrical commissioning team consists of vendors, supervisor, technicians, and coordinate with various parties (project engineer, operation team, maintenance team, quality team, and contractor) to accomplish the work.
  • To contribute to the preparation of the commissioning execution plan, schedule, and workload for both onshore pre-comm/commissioning and offshore CSU of electrical engineering related.
  • To develop and review commissioning deliverable such as Commissioning Test Procedures (CTP), fabrication execution plan, work-pack, commissioning material and consumable.
  • To work together with the Engineering and/or the Design team provide inputs to improve for operability, maintainability, and Hazard and Operability (HAZOP) to ensure facilities integrity and incorporate requirement for (pre)commissioning and start up, especially the provision of commissioning consumables and spares.
  • To coordinate with the Project and/or Construction team on construction mechanical completion and interface with other discipline commissioning engineers for integrated system testing and commissioning activities and ensure all the temporary equipment are available.
  • To supervise electrical related punch lists, outstanding works with plan, priority in place, and technically sign off and close-out of punch list items
  • To work with Operation Readiness Asset (ORA) team to ensure that all electrical pre-commissioning, commissioning and start up activities are performed to their requirements and all performance tests of safety critical elements meet their performance standards requirements.
  • To review and ensure completeness and accuracy of systems handover documentation and implement the project completion management system.
  • To verify the accuracy and completeness of the \xe2\x80\x9cAs Built\xe2\x80\x9d drawing; perform \xe2\x80\x98red line\xe2\x80\x99 mark-up.
  • To support project for the delivery of electrical testing - related Flawless Project Delivery (FPD) initiatives and square startup
  • To provide training and coach for new commissioning engineers & commissioning technicians
Dimensions: This role directly reports to the Commissioning Team Lead. For project execution, this role would also report to the dedicated Project Commissioning Lead, Lead Commissioning Engineer (LCE) in terms of CSU planning, work pack reviews, preparing daily commissioning report, and interfaces with Project Engineers, Discipline Engineers, Operation Readiness (OR) Engineers, Fabrication, Hook-up Commissioning (HUC) contractor, and Operations for other CSU related work.
  • At different phases of projects, the work location initially will be at the Design Consultant office, the Fabrication yard, and later, at the offshore Sarawak/Sabah waters, as well as to accommodate ad-hoc request from Production and Maintenance if required.
What we need from you?
  • Bachelor\xe2\x80\x99s Degree in Engineering discipline in Electrical, Electronics, or Mechatronic with at least 5 years of hands-on experience in Oil & Gas facilities \xe2\x80\x93 pre-commissioning and commissioning including start-up.
  • Experience and involved in at least 1 initial start-up at an offshore location (e.g., first gas, first oil, first water injection) or varies of turnaround start-up.
  • Have attended or expected to attend the Job Hazard Analysis (JHA), Permit to Work (PTW), and Sea Survival trainings with valid certificates and able to go offshore on roster/regular or ad-hoc basic via helicopter or marine vessel.
  • Must be able to station at the Fabrication Yard for 6 \xe2\x80\x93 12 months.
  • Experience in implementing Project Completion Management System such as Go-Completion system or equivalent.
  • Must own Low Voltage Chargeman L3 or A4 qualification and is familiar with ESR and black start.
  • Able to interpret the power system study, single line diagram, schematic diagram, and electrical projection coordination study.
  • Skill and hands-on in planning, preparing, testing, pre-commissioning, troubleshooting, and commissioning with an experience with at least 8 out of the 10 following equipment \xe2\x80\x93 High Voltage Switchgear (up to 11 KV); Low Voltage Switchboard, Motor Control Center, and Distribution Boards; Uninterruptable Power Supply (UPS) and Battery Chargers; Power Generators (GTG & SDG) Control, Synchronizing, and Interlock Test; Power Transformers; Variable Speed Drive; Power System Load Shedding Control; Protection Function Test (Generator Protection, Power Transformer, Feeder Protection, Motor Protection).
  • Knowledge in performing interface test of electrical system (IMCS) with control system and ensure that information presented at DCS/IPS/FGS is accurate.
  • Hands-on experience in explosion proof equipment inspection and hazardous area classification.
