Objective

The primary objective of this consultancy is to facilitate the successful execution of the Inception Workshop for the Asia-Africa BlueTech Superhighway (AABS) Project to be held on 10 \xe2\x80\x93 13 October 2023 at the WorldFish Headquarters in Penang, Malaysia.

Participants in the workshop will be led through a series of interactive exercises to identify and understand how various stakeholders are involved in the delivery of work packages to target countries in Africa and Asia. The consultant will be responsible for leading the discussion related to

  • Identifying stakeholders involved in the project;
  • The linkages between work packages and identified stakeholders; and
  • Roles, contributions, and level of influence of the stakeholders.
The consultant will also be responsible for reviewing and providing feedback on the workshop guidelines, agenda, and participant list prior to the event and meeting with the project staff to prepare for the workshops in advance. The consultant will also contribute to the workshop proceedings which will feed into a discussion paper on the results of the workshop.

Scope of Work

Preparation of the Workshop
  • Conduct a comprehensive review of the project.
  • Develop a detailed agenda and schedule for the inception workshop, including session, topics, activities, and desired outcomes.
  • Collaborate with the project team to identify relevant stakeholders, including representatives from participating Asian and African countries and donors.
  • Co-design pre-workshop materials and resources to familiarize participants with the project\xe2\x80\x99s context, objectives, and expectations.
Facilitation During Workshop:
  • Lead workshop sessions in an interactive and engaging manner, ensuring all participants have the opportunity to contribute and share their insights.
  • Facilitate discussion, brainstorming discussion, and group activities that encourage collaboration and idea generation.
  • Keep the workshop on track with the schedule and agenda, while remaining flexible to accommodate productive targets.
Workshop Guidelines:
  • Develop clear and concise guidelines for participants outlining the workshop\xe2\x80\x99s purpose, format, expectations, and code of conduct.
  • Provide guidance on effective participation, active listening, and respectful communication to ensure a productive workshop environment.
  • Include instructions for using collaborative tools or technology platforms that may be employed during the virtual workshop (for those participants who will join online).
Workshop Results and Reports:
  • Complete comprehensive reports summarizing the outcomes, discussions, decisions, and action points from each workshop session.
  • Analyze the inputs provided by participants and distill key insights, challenges, and opportunities that emerged during the workshop.
  • Provide recommendations for refining and advancing the project based on the discussions and outcomes of the Inception Workshop.
Requirements

Desired Qualifications:
  • Demonstrated experience in facilitating workshops, particularly in international development and research organizations.
  • Strong communication, interpersonal, and facilitation skills.
  • knowledge of blue economy concepts, climate change, marine and coastal management, and food security.
  • Ability to work effectively in a virtual environment if needed.
  • Proven ability to synthesize complex discussions and ideas into actionable recommendations.
  • Advance Degrees in the Social Sciences (Master\'s or above).
Preferred Qualifications
  • Publication record on climate change, gender, aquaculture and fisheries, marine, and coastal conservation.
  • Experience or training in the Net-Map method of stakeholder analysis.
  • Experience with software for social networks analysis.
Deliverables and Timeline

We expect the consultancy to cover 7-10 days of work including workshop days. The consultant will be responsible for delivering the following outputs:
  • Detailed agenda and schedule for the Inception Workshop.
  • Pre-workshop materials and resources for participants.
  • Workshop guidelines for participants.
  • Comprehensive reports for each workshop session, including actionable insights and recommendations for the project.
Budget

Interested consultant(s) are requested to provide a detailed budget proposal outlining professional fees, travel expenses (if applicable), and any other costs related to the consultancy. The budget should be submitted along with the application.

Evaluation and Selection

Applications will be evaluated based on the qualifications and experience of the consultant, the quality and feasibility of the proposed approach and work plan, the relevance of previous work examples and the most competitive proposal.
