1. Purpose of the consultancy

The purpose of this consultancy is to plan and facilitate a 5-day in-person workshop on the OneHealth Tool (OHT) in Malaysia for the Ministry of Health (MOH). The workshop aims to equip participants with the technical skills to independently use the OHT, generate data to support programmatic planning proposals, conduct appropriate analysis to support national health strategic planning in terms of workforce and budget, and share their knowledge with other MOH staff and train new users.

2. Background

The OneHealth Tool is a software tool designed to inform national strategic health planning, which attempts to link strategic objectives and targets of disease control and prevention programmes to the required investments in health systems. The tool provides planners with a single framework for scenario analysis, costing, health impact analysis, budgeting and financing of strategies for all major diseases and health system components.

The Ministry of Health (MOH) Malaysia has requested WHO support to develop the MOH staff capacity on the use of the OHT. The ability to independently conduct projection analysis would empower the technical officers to identify service areas that need restructuring, as well as to define the required human resources and budgetary allocations. It is expected that the ability to use the OHT will support the MOH technical units in strategic planning.

In this context, a capacity building workshop will be held in Malaysia in September 2023 to provide an introductory training on the tool and to facilitate discussions around how OHT can be used to inform the planning process. This will include an in-person hands-on training on the tool over a 5-day-long training workshop, followed by supplementary remote support to the participants.

3. Planned timelines (subject to confirmation)

Start date: 1 July 2023

End date: 31 October 2023 (total of 20 working days)

4. Work to be performed

The consultant will be responsible for planning and facilitating a 5-day in-person workshop on the OneHealth Tool (OHT) in Malaysia for the Ministry of Health. The consultant will be required to: * Develop a training curriculum and modules that cover the technical skills required to independently use the OHT

  • Facilitate the 5-day training, ensuring that all participants are fully engaged and able to apply the skills learned during the training.
  • Conduct an evaluation of the training to assess the impact of the training on the participants\' knowledge and skills.
  • Provide remote follow-up support to the participants to ensure that they can use the OHT effectively (up to 8 hours in total)
  • Produce a short mission report to summarize the work carried out during the workshop.

6. Specific requirements

QUALIFICATIONS

Required: An advanced university degree in Medicine or Public Health

Desirable: Certification in health economics, healthcare accounting or a related field

EXPERIENCE

Required: A minimum of seven (7) years of experience in health program costing, health accounting, or health economics, including at least two (2) years of experience in using the OneHealth Tool

Desirable: Experience in teaching curriculum development and training delivery

TECHNICAL SKILLS & KNOWLEDGE
  • Excellent knowledge and understanding of the OneHealth Tool
  • Ability to lead and facilitate training workshops
  • Excellent communication and coordination skills
  • Good knowledge and skills in writing and structural thinking
LANGUAGES

Fluent in written and spoken English

7. Place of assignment

Home-based and Malaysia (1 week)

9. Medical Certificate

Individual consultants must provide WHO fitness for work form from their physician.

10. Travel

Consultant would be required to travel to Malaysia (Kuala Lumpur) to deliver the workshop (1 week in September)

  • The purpose of this vacancy is to develop a list of qualified candidates for inclusion in this advertised roster.
