SCOPE OF SERVICES/WORK SCOPE (SUMMARY):

  • Develop and review policies, procedures, and technical guidelines related to Independent Power Producers (IPPs) and Single Buyer operations to ensure alignment with regulatory and operational requirements.
  • Coordinate with regulators and relevant agencies to ensure policies and operational guidelines comply with current energy regulations and support effective implementation.
  • Review existing policies and conduct analytical assessments to identify gaps, benchmark against industry best practices, and provide evidence-based recommendations for improvement.
  • Conduct load forecasting and generation planning as core Single Buyer functions, and perform additional analytical studies such as generation adequacy, reserve assessment, or scenario modelling using PLEXOS or equivalent tools to support policy and planning decisions.
  • Maintain policy documentation and support stakeholder coordination by facilitating internal knowledge sharing, preparing meeting materials, and ensuring alignment with planning and regulatory objectives.
THINKING ENVIRONMENT & CHALLENGES (PROBLEM-SOLVING):
  • Translating complex technical and planning data into clear, actionable policy recommendations and guidelines.
  • Balancing multiple tasks across policy development, regulatory coordination, and planning activities while meeting tight deadlines.
  • Interpreting and staying current with evolving national energy policies, regulations, and market developments.
  • Applying analytical and problem-solving skills in generation planning, scenario studies, and PLEXOS-based analyses.
  • Coordinating effectively with internal teams and external stakeholders to ensure policy and planning alignment within the Single Buyer framework.
QUALIFICATION & WORK EXPERIENCE (KNOW-HOW):
  • Bachelor's degree in electrical engineering, Power System, Energy Engineering, or other related engineering disciplines.
  • Knowledge or exposure to Independent Power Producer (IPP) frameworks, regulatory processes, or electricity market operations.
  • Familiarity with power system planning concepts such as generation adequacy, reserve margin, and capacity planning.
  • Experience or understanding of policy drafting, technical documentation, and data analysis related to energy planning.
  • Exposure to planning and modelling tools such as PLEXOS or PSSE is an advantage.
