SCOPE OF SERVICES:

  • Advise SEB Project Management Team (PMT) and the contractors on the Occupational Safety and Health (OSH) management system and plan in PD Transmission Substation Project (TSP)/Transmission Line Project (TLP)/Thermal Project in line with corporate HSSE objectives and performance requirements.
  • Advise SEB Project Management Team (PMT) and the contractors on the OSH plan and requirements for the project.
  • Motivating and ensuring compliance with OSH regulatory and contractual requirements in line with Company\'s systems, procedures and practices by Project Management Team (PMT) and Contractor personnel.
  • Facilitate and assist raise PMT and Contractor\'s personnel understanding on regulatory and contractual HSSE requirements, Company\'s rules and procedures through regular engagements and briefings.
  • Facilitate and assist in review OSH plan, job method statements & standard operating procedures, provide feedback and improvements to the contractors and ensure it is effectively implemented. Review, develop and implement OSH best practice.
  • Work with Project Management Team (PMT) and contractors by providing OSH management advice; identify, eliminate, and mitigate OSH hazards and risks by implementing OSH best practices, so that SEB can ultimately achieve the goal of Zero Harm to people.
  • Monitor the effective implementation of OSH management system, plan and procedures and provide updates in line with changes in Legislation and Company Directives.
  • Facilitate and assist SEB PMT and Contractors in major incident investigations by ensuring accurate fact-finding, sound root cause analysis, reporting and adequate post-incident follow-up.
  • Set priorities for OSH Plan based on risk assessments and analysis of OSH performance statistics. Communicate these priorities to the Contractor and ensure intervention is effectively implemented to address the priorities.
  • Conduct regular workplace OSH inspections and audits to ensure compliance with regulatory and contractual requirements and plan. Ensure the Contractors rectify OSH findings and non-compliances in a timely manner.
  • Asses and report Contractor\'s compliance with their OSH Plan, SEB\'s rules & procedures and legislative requirements imposed by MOH, DOSH, NREB, DOE, CIDB and any other agencies. Intervene if there is any non-compliance.
  • Facilitate and assist SEB PMT and Contractors on OSH incident investigation by ensuring accurate fact-finding, sound root cause analysis, reporting and adequate post-incident follow-up.
  • Monitor, report and analyse contractor\'s OSH performance and intervene for continuous improvement.
  • Conduct or ensure contractors collaborate with internal and external training providers to provide relevant OSH training to SEB PMT and Contractors personnel on site.
  • Perform any other OSH tasks assigned by superior or SEB PMT.

Challenges (problem-solving):
  • Unifying the different levels of OSH culture, behaviour and environmental best management practice between SEB, Contractor and Subcontractor to effectively implement of Environmental and mitigation plans and initiatives.
  • Managing spectrum of contractors and subcontractors of different nationality, culture and environmental understanding when implementing HSSE initiatives at project site
  • Enforcing consequence management by SEB and contractor management
QUALIFICATION & WORK EXPERIENCE (KNOW-HOW):

Qualification:
  • Bachelor of Occupational Health and Safety Management;
  • Diploma in Occupational Safety and Health;
  • Registered Safety and Health Officer with DOSH;
Work Experience (Know How):
  • At least 4 to 6 years\' working experience in managing Occupational safety and Health (OSH) in construction industries (i.e. Public utility, Hydro Project, Thermal, Transmission Line and Substation, Construction: structures and infrastructures, Oil & Gas) including enforcing regulatory requirements and promoting environmental awareness programmes.
  • Experience in preparing or reviewing project HSSE Plan
  • Having experience in conducting OSH inspections and audit in relation to project implementation will be an advantage.
