The Role


If you are an experienced Security Professional, this role could give you the chance to positively contribute and support the organization in achieving its goal in championing a psychologically safe working environment and enhance our security leadership on strategies for risk identification and mitigation design for Shell Malaysia Upstream businesses. WHERE YOU FIT IN The Deputy Security Manager will be part of the Health, Safety, Security & Environment (HSSE) Department and report directly to Security Manager to provide functional support (as a deputy) to all Shell Malaysia Upstream business lead on all aspects of Security Risk Management. You will be responsible for the Security Risk Management within the dynamics of Shell Malaysia Upstream Business operations and functions in Malaysia, supporting business strategies with leadership accountability at middle management level within the organization. The role will be based in Miri, Sarawak and will cover our Upstream business footprints at on-shore & off-shore in Sarawak, Sabah, Labuan and occasionally in Peninsular Malaysia. THE ROLE As Deputy Security Manager, you will be accountable for the following requirements:
  • conduct, supervise, and maintain the security risk assessments and security plans for all Shell Malaysia Upstream assets (on-shore & off-shore) and business activities.
  • oversee and take corrective actions on the implementation of the Company\xe2\x80\x99s security standards, ensuring policies and guidelines are all complied to including national legal requirements related to security matters in Malaysia (i.e., Protected Area & Protected Place Act [PAPPA], Government Key Points, which are gazette and listed respectively by the Government of Malaysia, state governments of Sarawak and Sabah, enforcement/regulating bodies, and relevant government agencies)
  • ensuring efficient, disciplined, and competent Shell Auxiliary Police Force (Shell APs) to enable all security support required for Shell Malaysia Upstream business and operations, in accordance with Malaysia\xe2\x80\x99s Police Regulations on Auxiliary Police Force
  • provide annual assurance that all Shell Malaysia Upstream security operations by Shell APs and third-party security service providers are conducted in accordance with the Shell General Business Principles (SGBP), the Voluntary Principles on Security and Human Rights (VPSHR), and the Use of Force (UoF) guidelines
  • advising relevant businesses/functions on all Security related matters (i.e., for offshore asset production, exploration & wells operations, maintenance operation, offshore/onshore construction & development, projects, corporate relations, finance, human resources, business integrity, legal, ethic & compliance, facilities management, supply chain, marine, aviation, transport, contracting & procurement, emergency response and other functions)
  • assist in ascertaining the appropriate level of investigation & evidence management as required in security related incidents, that may include providing the required security support to inquiries/investigations related to human resources and industrial relations, domestic inquiries, defalcation committee, and others as reasonably required by business
  • effectively manage Incident Management, and to support Crisis Management when required during responses to any security related incidents and ensure that appropriate actions are implemented
  • provide support to Emergency Response function in the planning and execution of crisis and emergency response exercises or drills that often requires Security function as a key enabler.
  • provide support to business on security assurance processes, including action management, and participate in audits by Internal or External parties as appropriate
  • assist on all assurance matters to maintain and deliver the security assurance plan set by Shell Corporate Security (global)
  • assume the role of \xe2\x80\x98Think Secure Ambassador\xe2\x80\x99 by collaborating with Shell Information Risk Management, establish effective Information Security protocols, and ensure Information Risk Control Measures are managed relative to the threat capability and the potential risk to the business
  • actively ensuring that the appropriate Security competence training requirements are fully integrated into the organization and deliver security awareness training for staff and contractors (including security service providers)
  • provide support for Shell Malaysia Upstream to meets its \xe2\x80\x98duty of care\xe2\x80\x99 responsibilities for all staff and visitors, and manage the security arrangements for shell travelers, corporate executive visitors, expatriate staff and dependents (as accorded in Company policy)
  • ensure adequate security support to all company sponsored events/activities.
  • provide support to Security Manager on all matters pertaining to the corporate security intelligence process and cycle to ensure that the identified threats are evaluated against the business vulnerabilities and/or opportunities in determining the security risk to Shell Malaysia Upstream Business operations
  • establish and maintain an appropriate external stakeholder management on security and intelligence matters with relevant government security/defense agencies, industry bodies and commercial security providers (all within the remit of applicable security related laws in Malaysia and company\xe2\x80\x99s Ethics & Compliance policy).
  • represent Shell Malaysia Upstream (on behalf of Security Manager) at relevant government, regulators, and industry security forums, whenever required
  • assuming the role of \xe2\x80\x98Second-in-Command\xe2\x80\x99 during Security Manager\xe2\x80\x99s absence on all Security operational matters and in incident/crisis management when activated.
WHAT WE NEED FROM YOU
  • Bachelor\xe2\x80\x99s Degree (Honours) in any field (i.e., degree in Security / Intelligence / Law / Economics / Political Science / Humanities / International Relations or any relevant/applicable field will be an added advantage). Higher qualifications beyond the stated requirement are welcomed.
  • A minimum of 10 years or more working experience in any relevant Security Risk Management domain, and from either one of the following backgrounds:
    • Public Service: Former or currently serving \xe2\x80\x98officers\xe2\x80\x99 related to internal and external security affairs (i.e., intelligence/counterintelligence, security and law enforcement, defense, foreign affairs, legal and integrity functions, policy and strategy or those applicable or related, with a minimum gazette rank/job grade equivalent to a \xe2\x80\x9cCommissioned Officer\xe2\x80\x9d accredited by the Government of Malaysia [i.e, Captain, Army, or equivalent rank in the Navy or Airforce and above , Assistant Superintendent of Police or equivalent rank in MMEA and above, Administration and Diplomatic Officers/grade 44 or equivalent public service functions, and above])
    • Private Sector: Those formerly in public service (matching the above criteria) and currently in private sector practicing Security Risk Management roles (in any industry). or:
      • Those who may not necessarily acquired any public service experience (as above) however have acquired demonstrable work experience and credentials in corporate security/research/academia/consultancy, etc., in a similar Security Risk Management or \xe2\x80\x98due diligence\xe2\x80\x99 scopes, and are conversant on government security agencies, its machinery and functions, can also apply on the equal opportunity basis
Candidates are required to have astute knowledge and general competencies in the following scopes:
  • Geo-strategic matters in Asia Pacific Region and its dynamism of complexities (i.e., on-going maritime issues, regional & international conflict resolutions, applicable international laws, and recognized arbitrations, etc., that may have a direct or indirect impact to business with consequences)
  • Geo-politics and socio-economic matters (internal & external) that potentially may impact business continuity
  • Criminal justice system (penal code & criminal procedure), investigations, law and order protocols by authority, maritime enforcement, basic knowledge on diplomatic protocols that may be related to security matters; and other relevant scopes but not limited to as below:
  • National applicable security regulations and instructions, i.e.:
    • Authorised Officers under Protected Areas & Protected Place Act (PAPPA),
    • Key Point Standing Order issued by Chief Government Security Office (CGSO),
    • Malaysia National Security Council Orders for Terrorism, Public Order & Natural Disaster.
  • Relevant international security industrial best practices or agreed protocols such as:
    • Voluntary Principles on Security & Human Rights (VPSHR) and Use of Force,
    • American Petroleum Institute \xe2\x80\x93 780 / Advanced Risk Assessment on Sphera application,
    • SOLAS Chapter XI-2 & ISPS Code / Merchant Ship Act A1316 (Malaysia),
    • Annex 17 \xe2\x80\x93 Aviation Security ICAO
  • Security support for emergency response principles and management systems (i.e., ICS 300) and the corresponding government protocols set at local, state, and federal authority at respective level
  • 24/7 operations of Security Control Centre (SCC) with the capacity & capability to produce operations situational awareness & monitoring of all business\xe2\x80\x99 & projects\xe2\x80\x99 assets & activities (on-shore & off-shore) on all security aspect
  • \xe2\x80\x98Know-how\xe2\x80\x99 on asset security (physical security barriers) and implementations \xe2\x80\x93 ability to articulate security concepts and advocate to business on physical security parameters (access control, visitor management system & defense in depth with layers in barriers to delay breach), detection systems (i.e., CCTV specification, lay-out, system & intrusion detection alarm, etc.), phycological barriers (visual management & signages) as deterrence, , responses and actions, physical post manning & patrols for relevant physical assets.
  • Other security related concepts and it\xe2\x80\x99s control measures, mitigations, and risk management such as information & cyber security (human factor as the weakest link in barrier, non-technical), personnel security, operational security, supply chain security, travel security, project security, & executive protection.
  • Intelligence and counterintelligence
  • Excellent proficiency in Bahasa Malaysia & English with ability to produce high-quality written reports and prepare a convincing security talk/brief/presentation to a large audience internally (multinational environment) or to external parties (i.e., regulators or government agencies)
