UNU Centre Administration

UNU Centre Administration is responsible for developing and implementing administrative policies governing the UNU and its global network of institutes and programmes. In addition, UNU Centre Administration provide services to internal clients in the areas of financial management, budgeting, human resources management, travel and procurement. UNU Centre Administration is located in Tokyo, Japan, with a global services centre based in Putrajaya, Malaysia.

Responsibilities

Reporting to the Senior Finance Manager, the Finance Assistant is responsible for assisting with budgetary and reporting services, and supporting the financial closing process.

1. Provide budgetary and reporting services for UNU offices while ensuring compliance with the applicable rules and regulations.

  • Monitor project statuses and balances, highlighting deficits; and provide advice to the institutes in their review.
  • Prepares management reports, reconciliation and analyzes trends.
  • Prepares information required to respond to audit findings and recommendations.
2. Supports the implementation of effective financial closing and reporting.
  • Prepares monthly financial reports and annual financial statements.
  • Analyzes accounts, identifies deviations, and ensures corrective actions are taken.
  • Coordinate and oversee the timely closing of the financial modules in the ERP system to ensure deadlines are achieved.
  • Prepares information required to respond to audit findings and recommendations.
3. Supports and coordinate financial audits.
  • The focal point for the coordination of the financial audits.
4. Actively participate and contribute in finance initiatives and improvements.
  • Actively participate in the implementation of new ERP enhancements, complete user acceptance testing and trainings.
  • Identify and implement initiatives to improve workflow, streamline financial reporting processes to enhance efficiency and productivity.
  • Provides guidance and training to personnel concerning the application of the UNU policies, UN Financial Regulations and Rules and established operational practices and the interpretation of requirements for handling financial and budgetary transactions.
5. Perform other duties as assigned by the supervisor.

Qualifications

1) Education and certification

Secondary education or a first level degree from a recognized university in finance, accounting or related disciplines

2) Required skills and experience
  • Six years of relevant working experience, OR Bachelor\'s degree with four years of relevant working experience, preferably in an international setting.
  • Working knowledge of International Public Sector Accounting Standards (IPSAS) or other international accounting standards is desirable.
  • Experience with MS Office products, particularly with Excel spreadsheets.
  • Experience in handling ERP systems.
  • Ability to work under minimal supervision and with high level of resilience.
  • Result-oriented, self-motivated and hands on, with the strong ability to establish priorities, multi-task and work within tight timelines.
  • Dynamic, has strong attention to details, focused, and flexible.
3) Language Requirements:
  • Fluency in English is required.
  • Knowledge of another UN official working language is an asset.
Remuneration

The successful candidate will be employed under a national PSA contract. UNU offers an attractive compensation package including an annual net salary in the range of MYR 70,496 - MYR 85,536, commensurate with the experience and qualifications of the candidate. Benefits include 30 days annual leave and a health insurance scheme.

UNU is not liable for any taxes that may be levied on the remuneration you receive under this contract. Payment of any such taxes remains the sole responsibility of PSA holders.

Duration of contract

The duration of the initial contract is 1 year. This is Personnel Service Agreement (PSA) contract with UNU, with the possibility for renewal subject to requirements and satisfactory work performance. The combined duration on a PSA contract with UNU may not exceed six (6) years. The mandatory age of retirement for PSA holders is 65 years.
