About the Institute (UNU-IIGH)

UNU- International Institute for Global Health (UNU-IIGH) based in Kuala Lumpur, Malaysia, is one of 14 research and training Institutes that comprise the think tanks in the UNU system. UNU-IIGH is the designated UN think tank on global health, serving as a policy translation hub for UN member states, agencies and programmes. It was established by a statute adopted by the Council of the United Nations University in December 2005. The Institute generates policy-relevant analysis by applying a gender lens to inform the development, implementation and evaluation of health programmes. UNU-IIGH also supports the capacity development of local decision-makers and stakeholders to engage effectively with global health challenges within the 2030 Agenda for Sustainable Development. The current work of the Institute includes conducting research, promoting policy change and facilitating policy implementation around a number of global health topics, including gender and health; maternal, sexual and reproductive health; decolonisation and global health governance; health systems policy; implementation research in health; digital health; communicable disease control; the commercial determinants of child health; and health equity. As a neutral convener, and leveraging its position within the UN, UNU-IIGH works with a network of academic, policy and civil society experts to serve as a platform for critical thinking and the exchange of knowledge and tools for policy influence and consensus-building.

The goal of UNU-IIGH is to advance evidence-based policymaking on crucial issues related to sustainable development and global health. The 2019-2023 Strategy for UNU-IIGH is implemented through three pillars of work: 1. Translating evidence into policy; 2. Generating policy-relevant analysis related to gender and health; and 3. Strengthening capacity for local decision-making.

Project objectives

The overarching aim of this convening is to advance health equity and gender equality in health systems through evidence-informed change. The goal is to engage with a broad range of stakeholders to catalyse an increase in the application of feminist, decolonial and anticipatory governance approaches in global health and, in so doing, create enabling environments for agents of change to:

  • Bring together a group of multi-disciplinary and multi-sectoral stakeholders who can provide tacit knowledge and expertise from multiple perspectives to inform a broad set of probable, possible, and plausible futures.
  • Provide a platform for collective discussion to develop actionable next steps towards health systems reform and strengthening based on decolonial and feminist principles, with a particular emphasis on looking beyond the SDGs towards a longer time horizon.
  • Catalyze increased uptake of cross-sectoral anticipatory governance for health policymaking towards gender equity.
  • Synthesize evidence, lessons, and outcomes from these discussions in the form of 2-3 peer-reviewed publications oriented around enabling environments for gender equality in health,
Responsibilities

Assignment goals and objectives
  • Work with UNU-IIGH team to co-develop the workshop methodology
  • Co-facilitate the three-day in-person workshop with members of the UNU-IIGH team
  • Contribute to synthesis of the workshop outputs to feed into written outputs, including those intended for the special thematic issue
Terms of reference
  • Provide input and feedback on the design and programme of relevant workshops - online
  • Prepare pre-workshop and workshop materials for foresight methodology sessions (visioning and back-casting)
  • Co-facilitate three day in-person workshop, the duties of which will include: a brief introduction to foresight methodologies and specific tools being used, a Q&A session, and the application of methodologies and tools to participants\' contexts and work, ensuring complementarity between facilitation approach and project principles throughout
  • Attend a final post-workshop debrief/discussion with project team and provide a brief written account of work carried out and reflections on the project
  • Perform other duties as assigned by supervisor

Qualifications
  • Certification in Futures or Foresight methodologies or demonstrable professional experience in the area.
  • BA in relevant discipline.
Experience and other requirements:
  • Minimum five (5) years progressive research and practical experience in Futures or Foresight methodologies.
  • Demonstrated experience of facilitating multi-stakeholder Futures workshops incorporating a scenarios approach
  • Demonstrated experience working in low- and middle-income country contexts.
  • Experience collaborating with civil society organizations (CSO) in the area of Foresight methodology
  • Experience working with decolonial feminist approaches.
Duration of assignment and fee

Estimated 12 working days. Remuneration will be commensurate with experience and based on a daily rate to be submitted as part of the application procedure.

General conditions of contracts for the service of consultants apply. Consultants will not hold international civil servant status nor be a \'staff member\' as defined in the UN Staff Rules and Regulations. This contract carries no entitlement to paid annual leave nor sick leave. The services of a consultant will be limited to twenty-four months of accrued service within a period of thirty-six calendar months.
