Role Overview
The Forwarding Manager is responsible for managing import and export forwarding operations to ensure shipments are handled efficiently, accurately, and in full compliance with regulatory requirements. This role involves leading customs clearance activities, supervising the operations team, coordinating with authorities and vendors, and driving continuous operational improvement.
Key Responsibilities
1. Customs Clearance & Regulatory Compliance
Lead and supervise full customs clearance processes for import and export shipments
Ensure correct HS/HTS code classification, tariff application, and duty/tax calculations
Review and validate customs declarations (K1, K2, K4, K8, K9, etc.)
Handle ZB submission via uCustoms, including document verification and exemption follow-ups
Liaise with Customs, MAQIS, SIRIM, MITI, KKM, CIDB, and relevant authorities
Stay updated on customs regulations, tariff changes, and government policies
2. Freight Forwarding Operations
Manage daily operations for air, sea, road, cross-border, FCL/LCL, and break-bulk shipments
Coordinate bookings with shipping lines, airlines, and transporters
Monitor shipment movement to ensure timely delivery and collection
Oversee preparation and accuracy of shipping documents (BL, AWB, invoice, packing list, COO, insurance, etc.)
3. Documentation & Systems
Ensure accuracy and compliance of all import/export documentation
Manage uCustoms / MyTradeNet submissions and amendments
Maintain proper records for internal, statutory, and customs audits
4. Customer & Vendor Management
Act as main point of contact for customers on shipment status, customs issues, and solutions
Advise customers on HS codes, duty estimates, and regulatory requirements
Maintain strong relationships with carriers, port operators, and service providers
5. Team Leadership
Lead, train, and supervise forwarding executives and declaration staff
Assign tasks, monitor performance, and uphold service quality standards
Develop and improve SOPs for forwarding and customs operations
6. Cost & Performance Control
Negotiate freight rates and service charges to optimise margins
Validate supplier invoices and control operational costs
Track departmental KPIs such as clearance speed, accuracy, and service timelines
Requirements
Education: Diploma or Degree in Logistics, Supply Chain, International Trade, or related field
Experience: Minimum 5 years of hands-on freight forwarding experience, with strong exposure to customs clearance and declaration
Technical Skills:
HS/HTS code classification
uCustoms & ZB submission
Import/export permits, exemptions, and regulatory procedures
Familiarity with FCL, LCL, airfreight, cross-border, and DG cargo
Soft Skills:
Strong leadership and people management skills
Good analytical, communication, and problem-solving abilities
Able to work under pressure and meet tight deadlines
