OverviewYuwen Education, a leading education provider, is seeking a results-driven Fractional Human Resource Business Partner. This consulting role requires strategic and operational HR expertise, with a focus on workforce budgeting, recruitment, compensation and benefits design, performance management, and employee relations.The position involves working three full days a week (10 a.m. to 7 p.m.) with additional availability on most days for urgent matters. You will collaborate closely with the executive team to ensure HR initiatives align with business goals.Consultant Value Proposition (CVP)At Yuwen Education, you will leverage your HR expertise to drive significant impact within a dynamic, multi-unit organization. This role offers the chance to influence high-level decision-making and shape HR strategies that enhance operational efficiency and employee satisfaction. Your contributions will directly support our mission of fostering student success through exceptional educational services.Key Performance Objectives (KPOs)Major Objectives:-1. Optimize Departmental Manpower Budgeting and Efficiency.
Within the first 3 months, analyze and restructure the workforce budgeting process to enhance efficiency across all departments. Collaborate with department heads to forecast staffing needs, ensuring alignment with organizational goals and budget constraints. Success is measured by a 20% reduction in overhead costs and improved workforce productivity metrics.2. Develop and Implement Comprehensive Compensation and Benefits Plans.
Independently design and implement competitive compensation and benefits structures for sales and managerial levels, including Director and C-suite positions, within the first year. Ensure the plans are market-competitive and aligned with organizational objectives. Success is indicated by a 95% employee retention rate and positive feedback in employee satisfaction surveys.3. Enhance Recruitment and Performance Management Processes.
Overhaul the recruitment process to attract top talent and improve time-to-hire metrics. Develop and implement a performance management system for employees up to the Director level that includes clear KPIs and regular performance reviews. Achieve a 20% improvement in hiring efficiency and a 15% increase in employee performance scores within the first year.Critical Subtasks:-1. Conduct Operational Audits
Conduct an operational audit of the HR processes within the first 30 - 45 days, identifying short-term concerns and areas for improvement. Provide recommendations to enhance HR operational efficiency. Deliver a detailed audit report with actionable insights and timelines.2. Implement a 30-60-90 Day Action Plan
Develop and execute a 30-60-90 day action plan focusing on immediate HR priorities, including streamlining recruitment processes, initiating compensation and benefits evaluations, and addressing urgent employee relations issues. Track and report on progress against this plan to the executive team.3. Collaborate with Multi-Unit Operations.
Work closely with the operations teams across various units and franchises (future) to ensure consistent HR practices and compliance with organizational standards. Facilitate regular meetings and provide HR support tailored to the unique needs of each business unit. Achieve full compliance with HR standards across all locations within 3 months.4. Manage Employee Relations (IR)
Take the lead in managing industrial relations, addressing and resolving employee grievances, and ensuring compliance with labor laws. Develop and maintain strong relationships with employee representatives and unions. Success is measured by maintaining a positive industrial relations climate and zero unresolved grievances.5. Drive Performance Management Initiatives.
Establish a robust performance management framework for all employees, including regular performance appraisals, development plans, and succession planning. Ensure that performance management processes are transparent, fair, and aligned with business goals. Achieve at least a 90% completion rate for performance reviews within the first review cycle.6. Crisis Management and Problem Resolution.
Address and resolve major unexpected HR issues or crises promptly. Develop and implement both short-term solutions and long-term strategies to prevent recurrence.
