ConocoPhillips Malaysia

ConocoPhillips Malaysia has interest in six blocks in varying stages of exploration, development, and production. Four of these blocks are located in waters off the coast of Sabah, offshore Malaysia: Block G, Block J, the Kebabangan Cluster (KBBC) which are non-operated and Block SB405, an operated exploration block acquired in 2021. ConocoPhillips Malaysia also operate another two exploration blocks, Block WL4-00 and Block SK304 in waters off the coast of Sarawak, offshore Malaysia. ConocoPhillips Malaysia is currently strengthening its staffing in key areas as the business expands.

Basic Purpose/Accountabilities:

The stakeholders throughout this refer to PETRONAS, partners, peer companies, federal government, and state governments.

The position shall have a visible presence with the stakeholders, enabling effective dialogue with Malaysia Business Unit (MBU).

The position introduces and updates federal and state government policies and provides stakeholder engagement support to MBU, with a focus on gathering and sharing information that may impact MBU\xe2\x80\x99s operations and commercial interests.

The position maintains a point of contact with the stakeholders and provides intelligence and engagement advice to MBU.

The position coordinates relevant meetings with the stakeholders and is expected to provide regular updates on any advancing key activities.

Primary Functions/Responsibilities:

Key Accountabilities

  • Provide engagement advice and support on federal and state policies that relates to MBU interests by:
  • establishing relationships and attending regular meetings with political leaders, public servants, and industry players.
  • maintaining strong formal and informal connections.
  • Advise MBU Leadership Team (LT) on regular intelligence and analysis of relevant political activities and advise when issues escalate and coordinate engagement opportunities for MBU with political leaders.
Key Responsibilities
  • Establishes and maintains productive and professional relationships with political contacts.
  • Builds awareness and understanding of MBU\xe2\x80\x99 activities and priorities with the stakeholders.
  • Gather and provide intelligence and analysis of relevant political activities.
  • Escalates potential issues to MBU.
  • Coordination with the International Government Affairs office in Washington DC on key global connections and execution of strategies.
  • Provides briefings, talking points and bios for MBU President and the Leadership Team members prior to meetings with the stakeholders.
  • Prepares briefs and other communications for the stakeholders ahead of company meetings with them.
  • Develops a rolling calendar of political engagement events for the year and a strategic approach to engagements.
  • Identifies and manages political engagement opportunities for MBU leaders and supports engagement with BU subject matter experts on technical matters.
  • Facilitates a timely response to enquiries.
  • Engage with the Sustainable Development Team on corporate and MBU requirements.
  • Provide guidance on MBU CSR and sponsorships direction.
  • Maintain an updated stakeholders contact lists.
  • Liaise with Public Policy function in Houston in updating Public Policy Heat Map.
  • Work together with government affairs consultants appointed by the MBU and add value to the deliverables.
  • Lead engagements with MBU Stakeholders Engagement committee and present viable points to the Leadership Team.
  • Act as Liaison Officer for MBU Incident Management Team (IMT).
Health, Safety & Environmental (HSE) Responsibilities
  • Comply with HSE policies, Life Saving Rules, procedures, goals and programs within the MBU HSE Management System.
  • Actively engage in and contribute to HSE communication and consultation processes.
Preferred Skills:

Qualifications

Required Qualifications:
  • Tertiary qualifications in political science/ communications/stakeholder engagement or evidence of prior experience in a similar position.
  • Ability to access key politicians and carry company messaging in a respected and trusted manner.
  • Excellent interpersonal, written and communications skills.
  • Ability to professionally represent MBU at external stakeholder events.
  • The ideal candidate will be able to demonstrate the following:
  • 10 - 15 years\xe2\x80\x99 experience.
  • Business acumen - ability to analyze and understand the relevance of information on our business.
  • Strong existing connections within federal political circles.
  • Bipartisan approach to political engagements.
  • Proven experience in government and stakeholder engagements.
  • Demonstrated knowledge of issues facing energy sector.
  • Good command of English and Bahasa Malaysia, both verbal and written.
  • Skill in basic office software.
