The Head of Commissioning will have the overall responsibility for the planning, installation, commissioning, inspection, monitoring and management of all systems, plants, equipment, and medical facilities within the Hospital's (xe2x80x9cRSHxe2x80x9d) and/or Medical Care Centre's compound to ensure that it is installed, tested and commissioned correctly and safely, within budget and that everything functions as expected.He/she will lead and influence a team of external consultants such as architects, quantity surveyors (QS), engineers, project managers, contractors, medical equipment planners etc. and internal project team members within the Hospital and Medical Care Centre Commissioning department/function, collaborate with hospital administration, and other internal stakeholders and develop strong working relationships with external partners and providers at all levels to replan the Existing Hospital Building services to harmonize with the New Hospital Block services so that both blocks are seamless and integrated, execute and complete the commissioning process of the Hospital and Medical Care Centre phase 2 based on operational and licensing requirements in compliance with regulatory and accreditation standards.This position is based in Johor ; however regular travel is required to Medical Care Centre, the Ambulatory Care Centre located at Mid Valley, Southkey or to other projects assigned by the CEO.Key Responsibilities

  • Lead, plan and implement hospital and Medical Care Centre commissioning from inception to completion based on operational/licensing requirements and in compliance with regulatory/accreditation standards.
  • Establish the requirements for hospital and Medical Care Centre commissioning and monitor the final deliverables for adherence to set criteria/goals.
  • Lead and manage the commissioning team, including internal and external stakeholders e.g., architects, quantity surveyor (QS), engineers, project managers, medical equipment planners, and others.
  • Coordinate and interact with stakeholders from other disciplines within the hospital in relation to all elements of the hospital and Medical Care Centre commissioning, ensuring successful execution of the installation, and
commissioning of new medical facilities, services, and equipment.
  • Monitor the commissioning work progress and prepare progress reports on a monthly basis to senior management. Preside at weekly review, monthly, and other progress meetings held.
  • Monitor commissioning master schedule (Gantt Chart) and work progress, including milestone dates. Work with Project Management Team Lead to take appropriate corrective actions with the consultants and
contractors as needed.
  • Monitor and report to senior management on the commissioning progress of the hospital and Medical Care Centre commissioning, including significant milestones and any conditions that would affect cost, schedule, quality,
or risk profile.
  • Develop recommendations and action plans to resolve issues/risks affecting or likely to affect the successful commissioning of the equipment, medical facilities and services.
  • Take an active role in the establishment, implementation, and management of the Health and Safety Management System for the hospital and Medical Care Centre commissioning and project teams.
  • Coordinate with Senior Management/Administrator to ensure installation, and commissioning timelines take into account other workstreams such as IT, HR (manpower planning), direct medical equipment vendors'
coordination for regulatory affairs.
  • Manage the procurement process of consultants and contractors as per Our Client's Group standards.
  • Oversee the governance and assurance process of the contracts/agreements, ensure governance meetings take place, progress reports are provided, and service-level performance meetings occur in a timely manner. Ensure issues are escalated appropriately.
  • Review the start-up, installation, testing, and final commissioning activities, after review by the consultant.
Requirements
  • Bachelor's Degree in Architecture / Engineering / Real Estate development or Project / Construction Management or similar
  • Masters/MBA is an advantage
  • Project Management Professional (PMP) certification is an advantage
  • 10 years of experience in construction / project management industry with the last few years leading the management of mid to large sized projects.
  • Very strong project leadership skills and ability to direct consultant and contractor teams
  • Extensive knowledge of internationally accepted project management principles, construction industry practices, safety, and quality management systems.
  • In-depth understanding of healthcare regulations, standards, licensing, and accreditation requirements.
  • Extensive experience managing accreditation processes for healthcare facilities.
