General Overview Functional Area: HRM - Human Resources Career Stream: PDS - HR Program Development and Services Role: Analyst Job Title: HR Resourcing Analyst Job Code: ANA-HRM-RES Band: Level 07 Direct/Indirect Indicator: Indirect Summary Provides working level HR support Detailed Description Incumbents are fully qualified to execute job/role accountabilities working independently on most aspects of the job. Work is performed within established professional standards and practices. Tasks are moderately complex in nature where judgment is required to complete recurring assignments independently and to determine the best methods to follow to complete assignments. Erroneous decisions or failure to achieve results may have a negative impact on the divisions/departments operations, schedules, and/or performance goals. Works under general Supervision. Situations not covered by standard processes, procedures and methods are referred to manager or expert resource. May demonstrate work methods to new employees. Builds internal and external relationships, with emphasis on those that facilitate the achievement of job/role accountabilities, such as relationships with key suppliers, customers and internal service. Performs tasks such as, but not limited to, the following: Consults with management personnel to assess staffing needs, develops specific plans, and actively participates in behavioral based screening/selection process to fulfill requirements. Assists with conducting training programs for managers designed to improve recruiting results (i.e., hiring in alignment with skills, attributes, behavior requirements, process efficiencies and reduce turnover). Manages external relationships with recruitment vendors and candidate sourcing channels (i.e., college/university campus personnel, recruitment agencies, community outreach activities, etc.) Tracks and reports on resourcing results and develops/implements plans for continuous process improvements. Knowledge/Skills/Competencies Sound knowledge of government legislation impacting the practice of human resources management. Sound knowledge of company HR policies and practices, particularly the Celestica global and regional staffing policies. Ability to consult with a wide variety of internal customers to provide an end-to-end resourcing service. Ability to develop an appropriate sourcing solution, post positions internally and externally, do telephone screening, conduct behavioural interviews, help a manager negotiate an appopriate job offer and conduct the necessary due diligence checks upon extension of job offer. Effectively project manage and time manage to prioritize work in a manner that allows for timely completion of staffing assignments or related projects. Ability to manage sensitive employee information in a confidential manner. Knowledge of computer applications and the ability to accurately perform tasks in some or all of the following applications: Access, Excel, Word, PowerPoint and Applicant Tracking software. Intermediate level of proficiency in most of the Personal Attributes and a basic level of proficiency in two Business Competencies, Organizational Awareness and Project Management (refer to the Celestica Competency Framework) Physical Demands Duties of this position are generally performed in good working conditions. Occasional exposure to elements such as noise, dust, chemicals, operating machinery, temperature extremes, etc. Duties may require extended periods of sitting and sustained visual concentration on a computer monitor or on numbers and other detailed data. Repetitive manual movements (e.g., data entry, using a computer mouse, using a calculator, etc.) are frequently required. Typical Experience Two to four years of relevant staffing and human resources experience. Typical Education Bachelor\'s degree in related field, or consideration of an equivalent combination of education and experience. Educational requirements may vary by geography.
