Coordinate site manpower requirements with the Project Manager and Site Supervisors.
Manage mobilisation processes including CIDB Green Cards, site inductions, medical checks, and PPE issuance.
Maintain updated manpower lists, trade categories, skill levels, and subcontractor workforce status.
Handle demobilisation procedures including clearance, return of PPE/tools, and exit documentation.
B. Recruitment & Placement (Local & Foreign Workers)
Assist in sourcing skilled, semi-skilled, and general workers for site operations.
Coordinate with recruitment agencies for foreign worker applications, renewals, and replacements.
Manage work permit documentation including PLKS, FWCMS, FOMEMA medical, and insurance matters.
Maintain accurate records of passports, permit expiry dates, renewals, and worker movement tracking.
C. Attendance, Overtime & Payroll Coordination
Manage daily attendance for all site personnel (manual/digital systems).
Verify timesheets, overtime claims, allowances, shift work, and weekend work submissions.
Ensure timely submission of payroll inputs to HQ/Finance.
Coordinate salary advances, leave applications, and site allowance matters.
D. HR Compliance, CIDB, Legal & ISO Requirements
Ensure all workers possess valid CIDB Green Cards prior to site entry.
Ensure compliance with Employment Act 1955, OSHA regulations, EPF/SOCSO/EIS, and statutory requirements.
Maintain HR documentation required for ISO9001 audits, client audits, or internal site inspections.
Participate in site inspections related to HR/administration compliance.
E. Worker Welfare & Site Administration
Manage worker accommodation, transportation schedules, hostels, and canteen services.
Address worker grievances, disputes, and disciplinary issues in coordination with the HR Manager.
Monitor working conditions, worker welfare, and overall manpower morale at site.
Arrange medical treatment, incident documentation, SOCSO claims, and hospital referrals as needed.
F. Training, Safety & Induction Support
Coordinate site safety inductions, toolbox briefings, and mandatory training sessions (e.g., Working at Height, Scaffolding, Confined Space).
Maintain training records, certificates, and expiry dates for site personnel.
Support HSE team in ensuring PPE compliance and workers' adherence to safety rules.
G. Reporting & Documentation
Prepare daily and weekly manpower reports for management and clients.
Submit headcount reports, absenteeism reports, leave records, and foreign worker status updates.
Maintain and update site organisation charts and personnel files.
Prepare incident reports, warning letters, show-cause letters, and disciplinary documentation.
