Human Resources Executive / Human Resources Manager
(Healthcare Industry - GP Clinic Setting)
Position Overview
The HR Executive/Manager is responsible for managing the full spectrum of human resource functions for the clinic, including recruitment, onboarding, staff performance, compliance, payroll coordination, and employee engagement. This role ensures the clinic maintains a competent, compliant, and motivated workforce that supports excellent patient care.
Plan, manage, and execute recruitment for clinic staff (doctors, nurses, clinic assistants, admin).
Prepare job advertisements and manage postings across hiring platforms.
Screen candidates, arrange interviews, and coordinate assessments.
Maintain candidate database and ensure timely hiring aligned with operational needs.
2. Onboarding & Staff Orientation
Prepare employment contracts, job descriptions, and HR documentation.
Conduct onboarding briefing and clinic orientation for new hires.
Ensure staff understand clinic SOPs, work expectations, and MOH compliance requirements.
Monitor probationary periods and conduct probation evaluations.
3. Training & Development
Develop training plans for clinic assistants, nurses, and doctors.
Coordinate CPR/BLS, infection control, and MOH compliance training.
Track certifications (APC, CIMS courses, LCP, etc.) and ensure they are renewed on time.
Collaborate with clinic management to identify skill gaps and organise upskilling programs.
4. HR Policies, Compliance & Documentation
Maintain HR files, staff records, and documentation in compliance with labour law.
Ensure compliance with MOH standards including CKAPS documentation for staff.
Update HR policies, SOPs, and employee handbook.
Handle disciplinary matters in a professional, compliant manner.
5. Attendance, Payroll & HR Administration
Monitor staff attendance, shift rosters, leave management, and overtime.
Coordinate payroll data with Finance (allowances, claims, attendance, penalties).
Manage staff benefits, SOCSO, EPF, EIS, and other statutory submissions.
Ensure accurate staff timesheets and manage HR systems/attendance apps.
6. Employee Relations & Engagement
Act as the main contact for staff issues, welfare concerns, and conflict resolution.
Organise team-building, staff appreciation programs, and engagement activities.
Support medical director and clinic manager on culture-building and retention strategies.
Conduct exit interviews and recommend improvements to reduce turnover.
7. Performance Management
Coordinate annual and quarterly performance reviews.
Work with management to set KPIs for staff (clinic assistants, nurses, doctors).
Identify high performers and propose promotions, incentives, or training support.
Manage performance improvement plans (PIP) where required.
8. Safety, Health & Workplace Compliance
Ensure the clinic adheres to OSHA requirements.
Support infection prevention and control policies (PPE, hygiene, audits).
Assist in emergency preparedness training for staff.
Qualifications & RequirementsEducation
Degree or Diploma in Human Resource Management, Business Administration, or related field.
HR certification (e.g., HRDF, SHRM, CHRP) is an added advantage.
Experience
Minimum 1-3 years HR experience (preferably in clinic, healthcare, hospital, or service industry).
Familiarity with HRDF requirements, labour laws, and MOH/CKAPS regulations.
Skills & Competencies
Strong communication and interpersonal skills.
Good understanding of Malaysia Employment Act 1955 and HR best practices.
Ability to manage conflicts and handle confidential information.
Organised, detail-oriented, and able to multi-task.
Experience with HR systems, rostering tools, and digital HR platforms.
Job Type: Full-time
Pay: RM4,000.00 - RM6,000.00 per month
