The HR Manager is responsible for leading, developing, and executing the full spectrum of human resources functions within the university. This role ensures that HR strategies, policies, and operations support the institution's mission, regulatory compliance, and long-term growth. The HR Manager plays a key role in building a high-performing culture, enhancing employee engagement, and ensuring that the university attracts and retains qualified academic and administrative talent.
Key Responsibilities
1. Recruitment & Talent Acquisition
Lead and manage end-to-end recruitment processes for academic, administrative, and support positions.
Develop and implement recruitment strategies to attract qualified local and international candidates.
Liaise with government agencies (e.g., MOHE, Immigration) for staff employment approvals where necessary.
Oversee onboarding and induction programs to ensure smooth integration of new hires.
2. Employee Relations & Engagement
Foster a positive, inclusive, and productive work environment aligned with the university's values.
Manage employee relations matters including grievances, disciplinary actions, and conflict resolution.
Promote employee engagement through effective communication, recognition, and wellness initiatives.
3. Performance Management
Implement and manage performance appraisal systems for all staff categories.
Work with department heads to set measurable goals and performance standards.
Guide managers on performance improvement and career development planning.
4. Compensation, Benefits & Payroll
Oversee payroll administration, ensuring accuracy and compliance with statutory requirements (EPF, SOCSO, EIS, PCB, HRD Corp).
Review and recommend competitive salary and benefits structures in line with market trends.
Manage leave administration and maintain accurate HR records.
5. Training & Development
Identify staff training needs and develop annual training plans aligned with institutional goals.
Coordinate professional development workshops, leadership programs, and soft skills training.
Oversee HRD Corp (HRDF) claims and training grant applications.
6. HR Policy, Compliance & Reporting
Develop, review, and implement HR policies and procedures in compliance with Malaysian labor laws and Private Higher Education Institution (PHEI) Act.
Ensure HR practices comply with Ministry of Higher Education (MOHE) and Malaysian Qualifications Agency (MQA) requirements.
Prepare HR reports and analytics for management review and accreditation audits.
7. Strategic HR Planning
Contribute to strategic workforce planning to support university growth and sustainability.
Provide HR insights and recommendations to senior management.
Lead initiatives in organizational development, succession planning, and change management.
Qualifications & Requirements
Bachelor's degree in Human Resource Management, Business Administration, or related field (Master's preferred).
Minimum
5-8 years of progressive HR experience
, with at least
3 years in a managerial capacity
, preferably in the education or service sector.
In-depth knowledge of
Malaysian labor laws
,
Employment Act 1955
, and relevant regulations.
Experience in managing HR operations within a
private university or higher education institution
is an advantage.

Proficiency in HRIS systems and Microsoft Office Suite.
