The ideal candidate should have a strong technical background in Mechanical and Electrical (M&E) systems, particularly in utility engineering, and demonstrate leadership in safety, compliance, and project management. This role requires a proactive individual who can manage complex facilities, ensuring smooth operations, and compliance with local regulations and client requirements.Key Responsibilities:Facilities Management:Technical Expertise: Manage and oversee all M&E systems within the facility, ensuring the seamless operation of specialized IT lab equipment and office infrastructure.Safety Leadership: Establish a "Safety First" culture across all sites, driving safety performance by enhancing awareness and transforming staff and partner behaviors.Team Leadership: Provide leadership and guidance to the facilities management team, ensuring high standards of client service and operational excellence.Compliance and Standards: Ensure that all JLL staff and vendor partners adhere to EHS, SLA, KPI, satisfaction surveys, contracts, and SOW requirements.Vendor and Service Coordination: Act as the primary liaison for all facilities services, including but not limited to janitorial, lab services, landscaping, waste management, space planning, and project development.Regulatory Compliance: Ensure all government and statutory licenses are renewed on time and that the facility operates in strict compliance with local, state, and federal regulations.Preventive Maintenance: Monitor the Preventive Maintenance (PM) planner, ensuring timely completion and system updates.Sustainability Initiatives: Promote and participate in sustainability programs, including recycling, energy, and waste reduction efforts.Emergency Response: Lead and manage the site's Emergency Response Team (ERT), ensuring preparedness for any incidents or emergencies.Project Management:Project Oversight: Manage small to medium-sized internal projects, from defining work requirements and scope to vendor coordination and project delivery.Quotation and Vendor Management: Evaluate vendor quotations, prepare consolidated reports, and oversee the award and coordination of projects to ensure safe and timely completion within budget and specifications.Reporting and Documentation: Conduct project meetings, provide regular updates to stakeholders, and ensure all project claims and invoices are processed accurately.Engineering Support:Standardization and Best Practices: Support standardization and knowledge sharing across sites in the APAC region.Data-Driven Improvements: Analyse engineering data to enhance facility operations.Life Cycle Management: Assist with life cycle replacement, ensuring timely execution and alignment with business needs.Maintenance Protocols: Collaborate on maintenance protocols to ensure efficient operation and minimal downtime of all M&E systems.Employee Management:Performance Management: Establish site-level goals, cascading objectives to the team through JLLxe2x80x99s performance management system (Workday).Succession Planning: Maintain an effective succession plan for all team members, ensuring continuous development and readiness for future challenges.Review Process: Oversee the performance review process for direct reports, ensuring timely completion of goals, mid-year reviews, and year-end accomplishments.Financial Management:Expense Control: Manage site operating expenses to meet or exceed glide path savings targets.Budgeting and Forecasting: Develop and submit a detailed site-operating budget annually, providing monthly variance analysis and periodic forecasts as required.Sourcing and Procurement: Support the JLL Sourcing Team on all initiatives, ensuring compliance with the competitive bidding process and financial procedures.Innovation and Growth:Continuous Improvement: Actively identify, develop, and propose best practices, innovations, and new technologies that enhance JLLxe2x80x99s value proposition to the client.Required Skills and Qualifications:Educational Background: Degree in Electrical or Mechanical Engineering, with additional certifications in utility engineering and M&E systems highly desirable. Experience in supporting lab environments is preferred.Technical Proficiency: Strong understanding of M&E systems, facilities operations, and project management. Familiarity with the Malaysian regulatory environment is a plus.Preferred certifications: Include Certified Energy Manager (CEM) and Green Building Index (GBI) Facilitator, which are beneficial for leading energy and sustainability initiatives. While BO Chargeman certification, specific to Malaysia, is not required, it is an advantage for overseeing high voltage switchgear operations and ensuring compliance with local safety regulations.Leadership and Interpersonal Skills: Strong leadership abilities, with excellent customer service, interpersonal, and problem-solving skills.Technical Skills: Proficiency in Microsoft Office, MS Project, PowerPoint, and Excel.Independence and Initiative: Independent, self-motivated, and flexible, with the ability to work under pressure and adapt to changing conditions.Business Acumen: Knowledge of standard business and accounting practices, with the ability to analyze data and make informed decisions.Location:On-site xe2x80x93Penang, MalaysiaJLL Privacy NoticeJLL, together with its subsidiaries and affiliates, is a leading global provider of real estate and investment management services.
