Key Accountabilities / Responsibilities

1) Strategic Policy and Regulatory Framework Development:

? Support the development of comprehensive policy and regulatory frameworks on information and network security, aligning with national policy objectives of the CMA98, Malaysia Cyber Security Strategy, and other national policies and directives.

2) Network Investigations Expert Services:

? Provide expert services and assistance in network investigations to internal and external stakeholders including Law Enforcement agencies on security incidents and criminal investigations.

3) Industry Compliance:

? Promote and strengthen the compliance among industry players to ensure effective implementation of directives, policies, regulatory frameworks, and SOPs; in fulfilling the stipulated network investigation requirements.

4) Cybercrime Collaborations:

? Collaborate with law enforcement agencies, service providers, vendors, and other relevant parties on network investigations to address and mitigate cyber-dependent crimes, cyber-enabled crimes, and the misuse of telecommunications services for fraudulent activities.

5) International Collaborations:

? Collaborate at domestic and international forum to promote networking, information exchange, and capacity development in network investigations.

6) Procedures Development:

? Develop and operationalize network investigation procedures, codes, guidelines, and/or best practices to ensure effective delivery investigative and operations.

7) Security Awareness and Training Programme:

? Develop a comprehensive awareness and training program enhance internal and external stakeholder's capacity in network investigations.

8) Research Partnership:

? Establish research partnership with external parties in the enhancement of capabilities, processes, tools and systems to facilitate effective network investigation and the sharing of actionable information.

9) Research and Development:

? Drive research and development activities exploring new technology and techniques towards enhancing network investigation capabilities.

10) Project Management:

? Plan, coordinate and manage projects in the department to ensure successful delivery of the project in achieving the intended outcome.

11) Capacity Development and Talent Management:

? Forecast and identify capacity and expertise gaps within the department with the right skillsets and development through comprehensive training and workshops.

12) Financial Management:

? Plan, monitor, and control the financial budget and costs to ensure effective and efficient utilization and management of funds.

13) Performance Management:

? Enforce compliance with established departmental procedures to ensure accountability and effective performance management.

14) Coaching, Guidance, and Mentoring:

? Provide coaching, guidance, and mentoring to all staff within the department to motivate staff to fulfil their self-actualization.

Ideal Candidate Requirements

Education & Qualifications

? Minimum Bachelor's Degree in Computer Science, Cybersecurity, Network Security or relevant discipline from a reputable University/College.

Experience

? A minimum of 10 - 15 years of working experience in regulatory and/or information and cyber security domain, 3 to 5 years in a managerial role in a similar environment.

? Must be able to work independently with minimum supervision and possess good writing and communications skills in English and BM.

? Self-initiated programmes to improve departmental operational efficiency.

? Problem-solving skills and out-of-the-box thinking.

? Multi-task, work independently, and work under pressure with minimum supervision
