What\xe2\x80\x99s the role?

Principal Accountabilities:

  • To deliver goal zero in CSU execution including Detailed Design, Fabrication, offshore execution and project handover (completion of 90days reliability test)
  • Responsible for overall CSU and P2A management (integrator) in the project resulting in safe and flawless start-up/ramp-up of production in line with the production promise.
  • Responsible for steering alignment of construction & and commissioning completion, to ensure that at RFSU the facility is tight/inert and fully tested and that carry-over work into the SURU phase is optimized. \xe2\x80\xa2
  • To manage CSU organization; manage the CSU-related contracts and vendors & Develop OR&CSU plans for next ORS phase
Key responsible:
  • To update the CSU strategy and plan, ensure all the CSU documents are ready for CSU activities and system boundary demarcation.
  • Provide leadership and guidance to the CSU site team which reports to the lead commissioning engineer \xe2\x80\xa2 Implement the CSU plan within the cost, time, and resources following good engineering practice and laid down procedures.
  • Manage the integrated CSU of project scope over multiple locations/phases within the agreed schedule and time frame.
  • Align details of Construction and CSU activities and thereby a safe and efficient delivery \xe2\x80\x93 an optimized critical path of a project
  • Manage HSSE transition, plan and deliver project to asset handover, and support assets with their interface with the project.
  • Identify start-up critical systems for the fabrication yard and hook up to implement based on priority and wherever possible ensure that Yard Pre-commissioning/commissioning/testing is maximized.
  • Co-ordinate on-site day-to-day commissioning activities and outstanding issues with the Construction team, Operations, and the Commissioning team and ensure safety procedures and standards are followed.
  • To ensure that the project design intentions and specifications are made available and are compared/reviewed against design philosophy standard practice and purchase orders.
  • To ensure that the individual equipment delivered conforms to the purchase order requirements and has passed all the necessary statutory tests specified and all certificates are available.
  • Review and participate in the FAT procedure review and challenge session and represent the Project team for the Equipment Factory Acceptance Test (FAT) in vendor premises and ensure the FAT testing method and testing are meeting our company acceptance criteria.
  • To support the Overall Platform/Facilities Operating Manual workshop to incorporate the new change after fabrication testing.
  • To advise the Project leader and operations on proper sequencing and planning of commissioning activities.
  • To lead and manage the execution of all commissioning and start-up activities as well as performance testing of systems and equipment packages.
  • To jointly manage SIMOPS activities with the Operations and Construction team.
  • To Support the CSU team lead in leading an integrated team of CSU contractors, operations and maintenance personnel to provide commissioning, start-up, and on-the-job training up to final handover to Operations.
  • To ensure that upon project completion, the as-built drawings are updated correctly, and the relevant parties have copies of reports/vendors data/procedures/as-built information.
  • To liaise with EPCC team and ensure that the project construction Advance Work Packaging (AWP) includes all the necessary priority systems for pre-commissioning works and technician support.
  • To take part in the HAZID/HAZOP/PDMS studies and workshops.
  • Ensure the commissioning spare and special tools are reviewed and made available for fabrication and offshore execution.
What do we need from you?
  • Bachelor\xe2\x80\x99s in engineering either Chemical, Mechanical, Instrumentation/Control, Electrical & Electronic, Mechatronic, or Electronics/Communication with a minimum of 15 years of working experience in the Oil and Gas industry.
  • Must have at least 8 years of leading experience in Oil and Gas facilities/plants under construction, hook-up, pre-commissioning, commissioning, and startup.
  • Must have experience in the leading role as Lead Commissioning Engineer (LCE) or acting role is essential during the entire working experience and leading the team to upstream facilities/plants initial start-up (eg. first gas, first oil, first water injection)
  • Must have proven experience in the commissioning of compression facilities, with hands-on experience in compressors, inclusive of compressor controls systems, auxiliaries, turbine controls, and troubleshooting, as well as proven track record, competency in leading integrated Hub Complex (new platform and existing Complex compressor, gas processing facility re-start, safe integrated F6Hub Complex start-up and gas production.
  • Experience and ability in using the Go Completion system is an added advantage where the Completion Management System (CMS) for construction/hook-up/pre-commissioning/Commissioning/handover.
  • Having experience involved in Pre-Startup Audits (PSUA), Final Acceptance Audits (FAA), and SIMOPS operation philosophy/concept will be a distinct advantage.
  • Must post a very good cross-multi-discipline general knowledge of Piping, Mechanical Static / Rotating, PACO/Metering, and Electrical Operation and must be able to read and interpret PEFSs (P&IDs), UEFSs SLD and C&E and have the knowledge, management, and commissioning of Safety Critical Equipment (SCE).
  • Skill in Flawless Project Delivery (FPD) and project-to-asset handover (P2A) Process of the Company leading to flawless start-up and handover to the Asset team successfully.
  • Experience in overall offshore/onshore execution planning (able to connect HUC+CSU), contract & and contractor management, and budgetary control.
  • Have a good and sound understanding of the HSSE & SP Control Framework Manual in particular the sections of HSSE & SP Management System, Risk Management, Personal Safety, Process Safety, and Contractor HSSE Management.
