Who are we looking for?
We are looking for a Lead Control System Engineer who will be responsible for the design, review and verification of control system engineering on assigned projects to ensure safe, high quality, fit for purpose design in addition to providing consultancy services and studies to our client Affiliates. As a lead you shall ensure control system engineering is aligned with all disciplines, executing the work within budget and on schedule whilst motivating and managing a team of engineers and designers and developing younger engineers.
Qualifications
Bachelor Degree in Instrumentation and Control / Electronics Engineering, Masters degree beneficial but not essential
Typically 10 years\xe2\x80\x99 experience in petrochemical, fertilizer, refining, oil or gas industrial environment. Typically, 7 years should be with a recognized international FEED/EPC contractor, performing control system engineering to build green and brown field facilities in the petrochemical, or related chemical and Fertilizer industry.
Experience in the following
Complete project cycle (basic engineering and detailed engineering including construction, pre-commissioning and commissioning support) of green/ brown field projects is ideal.
Resolving operational/design issues
Control system design specialty related to PDP & FEED
Pre-tender stage design
Scheduling, man-hour control, productivity and status reporting
Secondment
Also have following:
Typical FEED project size of circa 50,000 hrs.
Up to date with the latest technical developments in the respective fields of expertise
Supporting Procurement in meeting clients/vendors
To be competent in the following areas:
Deep knowledge of relevant international codes i.e. API, IEC, ISA, NFPA, PIP, ASME, ANSI standards and Industrial practices and regulations
Capability to interpret Project standards, specifications, analyze exceptions when put up by vendors/contractors and to provide technical and engineering support to control system issues.
Shall possess knowledge to review/update and develop company\'s control system standards.
Comprehensive and in- depth knowledge is essential for handling of all the activities related to development / review of control system engineering deliverables during basic and detailed engineering phases of major projects.
Experience in preparation of control system specification, logic diagram, I/O allocation based in process philosophy.
Experience in preparation of Request for quotations, Material requisitions, evaluation of Technical offers, project specifications.
Experience in selection and application of field control system.
Capability to review and approve control system design document.
Knowledge in Value Engineering techniques/ practices
Troubleshooting all control system related malfunctions and shall have core strength to carryout Root Cause Analysis of plant\'s chronic problems and develop the solution for resolving such problems .
Work with vendor technical representatives to resolve technical problems.
In-depth experience in control system design in PDP & FEED.

Technical bid clarification activities, face-to-face clarification meetings with bidders, technical evaluation reports, bidder ratings and other bidding cycle activities up to the award of contract.
Design and Develop PDP and FEED control system package
Review the following:
EPC discipline documents and deliverables
Basic & detailed engineering documents
Key documents such as control system specification, I/O list, control system panel drawing, ILD etc.
Act as control system Lead on small sized projects
Lead Technical Assurance Audits of larger mega projects to ensure our client standards, Local Regulations and project specifications and requirements are followed by the Contractor.
Responsible for the following
Review, development and approval of the project design, calculations, datasheets and drawings in line with the control system engineering requirements of the E&PM Technical Authority Schedule.
Delivery, cost, schedule, planning and progress reporting
Estimating the required control system engineering man-hours for a project
Managing control system engineer\xe2\x80\x99s utilization and productivity
Ensure the timely completion of all studies, designs, specifications, drawings and other documentation for areas of responsibility assigned to him.
Ensure no control system related NCRs during project life
Support our client Technology and Innovation (STC) for the review, evaluation and development of the new control system technologies
Provide a control system engineering consultancy service to the Affiliates, Mega and Site Projects.
Provide technical assistance to other departments and groups as necessary.
Evaluate waivers and clarifications of SES within PE&S KPI Targets
On an ongoing basis, examine current control system techniques to identify and implement system improvements that will positively impact upon service, safety, environmental and cost performance.
Participation of Department initiatives
Identify other external best practices, scrutinize if it is feasible before it can become a norm.
Evaluate contractor and vendor pre qualification within PE&S KPI Targets
As required, participate in evaluating client\'s control system performance and make appropriate recommendation
Be responsible for the development of staff working under his control. Advise the Department Manager of deficiencies requiring training for correction. Transfer his personal skills to subordinates.
