The Learning & Development (L&D) Manager is responsible for leading the strategic design, delivery, and evaluation of learning initiatives that build organizational capability and foster a strong culture of continuous growth. This role focuses on developing Sarawakian talent, ensuring local employees have the skills, leadership capacity, and growth opportunities to thrive and advance within the organization.
Key Responsibilities
1. Strategic Learning & Capability Development
Define and execute the overall learning and development strategy aligned with business objectives and regional talent priorities.
Drive initiatives that strengthen the Sarawakian talent pipeline and leadership bench.
2. Assessing Learning & Skill Needs
Identify workforce capability gaps through performance reviews, skills mapping, surveys, and collaboration with managers and business leaders.
Translate findings into targeted learning solutions that address local business and people development goals.
3. Designing and Delivering Programs
Lead the design, rollout, and facilitation of impactful training programs using blended formats (workshops, e-learning, virtual sessions).
Ensure programs are culturally relevant, practical, and aligned to local and organizational needs.
4. Developing Learning Content
Oversee the creation and curation of learning materials, toolkits, and digital content to support ongoing capability development.
Leverage technology and innovation (e.g., microlearning, AI tools) to enhance engagement and accessibility.
5. Managing Learning Systems & Processes
Manage the Learning Management System (LMS) to ensure seamless program delivery, learner tracking, and reporting accuracy.
Monitor learning metrics and provide data-driven insights to management.
6. Evaluating and Enhancing Learning Impact
Implement frameworks to measure learning effectiveness and business impact.
Continuously refine programs based on feedback and performance outcomes.
7. Leadership & Career Development
Design and implement leadership programs and mentoring frameworks for emerging Sarawakian leaders.
Support succession planning and talent acceleration initiatives in collaboration with HR Business Partners.
8. Onboarding & Early Talent Development
Oversee onboarding and early-career programs to equip new hires with essential skills and foster strong cultural integration.
9. Building a Learning Culture
Champion a culture of curiosity, innovation, and lifelong learning across all levels.
Promote learning as a shared responsibility between leaders and employees.
10. Stakeholder Collaboration
Partner closely with business heads, HR, and regional L&D teams to ensure alignment and relevance of learning programs.
Serve as an advisor to managers on coaching, performance improvement, and development planning.
Skills & Competencies
Strong experience in strategic L&D program design and delivery
Deep understanding of adult learning, instructional design, and organizational development
Proven ability to assess skill gaps and link learning outcomes to business results
Excellent facilitation, communication, and stakeholder engagement skills
Strong project management, analytical, and reporting capabilities
Proficient in LMS platforms and e-learning tools
Passion for developing local (Sarawakian) talent and promoting inclusive growth
Qualifications
Bachelor's degree in Human Resources, Education, Psychology, or related discipline
Professional certification in Learning & Development, Instructional Design, or Organizational Development (e.g., CIPD, ATD) preferred
Minimum 5-8 years of progressive experience in L&D, with at least 2 years in a managerial or leadership capacity
Experience in regional or local talent development (Sarawak focus is an advantage)

Pay: RM8,000.00 - RM10,000.00 per month
