Job Description

Key Duties & Responsibilities



Operational Leadership

- Oversee and manage core HR functions, including recruitment, employee relations, payroll, compliance, performance documentation, and policy enforcement. This role requires a proactive, detail-oriented professional capable of resolving day-to-day HR matters efficiently.

Strategic HR Implementation

- Collaborate with the Head of HR to implement institution-wide HR systems, policies, and initiatives. Ensure all HR strategies are aligned with the University's long-term goals and vision for sustainable growth.

Talent Development & Succession Planning

- Design and manage training, upskilling, and talent development programs. Partner with departments to identify high-potential employees and develop robust succession plans for key positions.

Compensation & Benefits Management

- Develop and maintain competitive compensation and benefits frameworks. Ensure compliance with statutory regulations while administering performance-based rewards and incentive programs.

Performance Management

- Lead the performance management process, including goal setting, appraisals, feedback systems, and continuous improvement initiatives to enhance organizational effectiveness.

Job Requirements



Minimum of 12 years of progressive HR experience, including at least 5 years in a managerial role. Postgraduate qualification in Human Resources or a related discipline, or equivalent professional experience. Strong operational HR expertise with proven ability to manage complex organizational challenges independently. Strategic mindset with a demonstrated ability to translate institutional objectives into effective HR initiatives. Prior experience in the Higher Education sector is highly desirable. In-depth understanding of University regulations (FR, APC, TPC), MOHE requirements (Teaching Permit), Employment Act 1955, and PDPA compliance. Excellent command of English with strong interpersonal, communication, and reporting skills. High integrity, professionalism, and discretion in handling sensitive and confidential information.

Pay: RM11,000.00 - RM13,000.00 per month
