Responsibilities

Accountable for all mechanical rotating equipment system inspection, pre-commissioning, testing and commissioning activities of all CLIENT premise plant / facility including all type of pumps, piping alignment, turbine compressor /generator, air compressor, cooling fan/ compress air blower and ensure all construction & (pre)commissioning ITRs (check sheets) are witnessed and signed off in accordance with project technical requirement and company HSSE standards.

To ensure that the site mechanical facility/equipment & person is complied to company project / asset and local statutory requirement such as ASME, DEPs and machinery vibration standard ANSI S2.4 / ISO 20816.

To execute pre-define & demarcation system order to priority and prepare / update ITRs (check sheets) overview based on approved guideline for mechanical rotating commissioning activities. Also, ensure the generating / updating of ITRs (check sheets)

To execute the commissioning execution plan & schedule for both onshore pre-comm/commissioning and offshore CSU of mechanical engineering related

To review and comment on contractor commissioning deliverable such as spading, isolation & de-isolation plan, start-up LOLC valve list, CTP, fabrication execution plan, work-pack, commissioning material and consumable (type of gasket, bolt & nut size & type & valve)

To work together with engineering /design team provide inputs to improve operability / maintainability /HAZOP to ensure facilities integrity, and incorporate requirement for (pre)commissioning and start up, especially the provision of commissioning consumables and spares

To coordinate with project / construction team on construction mechanical completion and interface with other discipline commissioning engineers for integrated system testing and commissioning activities and ensure all the temporary equipment are available

To supervise mechanical related punchlists/outstanding works with plan/priority in place and technically sign off and close-out of punch list items

To work with ORA team to ensure that all mechanical rotating machinery pre-commissioning, commissioning and start up activities are performed to their requirements and all performance tests of safety critical elements meet their performance standards requirements

To review and ensure completeness and accuracy of systems handover documentation and implement the project completion management system.

To verify the accuracy and completeness of the \xe2\x80\x9cAs Built\xe2\x80\x9d drawing; perform \'red line\' mark-up.

To support project for the delivery - related FPD initiatives such as tightness & cleanliness and square start-up

To provide training and coach for new commissioning engineers & commissioning technicians

Stand in as acting LCE if required.

To be involved in spare parts review, identification of spares parts for the package such as Capital and Commissioning and 2 years Spares.

Qualifications

Bachelor of Engineering in Mechanical / Rotating engineering or equivalent, with minimum 8-year hands-on-the-job experience in Oil & Gas facilities and 4-year experience project commissioning in Mechanical Rotating systems.

Effective communication, interpersonal, and leadership/influencing skills

Computer literate and skilled user of MS Office, familiar with Project Completion System.

Having hands-on-the-job working experience Mechanical Rotating system commissioning for compression project, power generation plant and any onshore oil and gas related facility.

Familiar with mechanical rotating in turbine Compressor, Chemical injection system, pump alignment, Rotating machinery vibration monitoring and problem solving, plan, prepare testing check sheet/ Commissioning test plan & procedure.

Must have minimum four (4) year experience working related with Mechanical Rotating pre-commissioning, commissioning and system handover.

Professional Skills

Shall have hands on pre-commissioning and commissioning experience with rotating equipment (pumps, turbine compressors, turbine / diesel generators, instrument air compressors and dryers, chemical injection etc.) and additional experience in static equipment (tanks/pressure vessels, heat exchangers, air/gas coolers, heat recovery systems, material handling equipment, etc.), HVAC systems, material handling equipment would be an advantage

Shall be familiar with fundamental operating concept of rotating equipment

Shall be familiar with rotating equipment protective system and troubleshooting (Compressor Antisurge Control System and vibration monitoring)

Familiar with different type of seal systems and seal flushing system (wet seal and dry gas seal)

Shall be familiar with lube oil analysis

Knowledge in facility/plant process control, taking into account commissioning, start-up, HSSE & operational requirements.

Skill in preparing mechanical test run procedures, FAT, SAT and have hands on experience in leading mechanical test run at site

Knowledge in using of mechanical testing and commissioning tools and equipment

Able to supervise and manage a site team or a team of mechanical commissioning technicians/millwrights and act as Lead Commissioning Engineer (LCE) for short period while the LCE is absent.

Must have sound knowledge in Completion Management System (CMS)

Familiar with international standard such as API for Rotating Equipment, ASME/ANSI Codes and etc.

Able to work on PEFS, UEFS, Isometric drawings and preparation for the commissioning system boundaries drawings

Location

Initially to be based at KL. Thereafter, Bintulu based

Travel to Bintulu and Johor upon request by Client

Medical Fit for onshore and offshore

Willing to go to offshore and travel by air or water transport
