Purpose of ConsultancyThis consultant will support WHO in coordinating the implementation of the Vaccination Project Sabah State Health Department, Ministry of Health Malaysia to vaccinate the unreached children in selected hard to reach areas of Sabah State, in line with the requirements and guidelines of the National Immunization Programme, Malaysia.This consultant will support Sabah State Health Department, Ministry of Health Malaysia, and the Contracted Organization by WHO, for coordinating the implementation of the Vaccination Project to vaccinate the unreached children in selected hard to reach areas of Sabah State, in line with the requirements and guidelines of the National Immunization Programme, Malaysia.BackgroundSabah is located in East Malaysia, on the island of Borneo. Geographically, Sabah is the second largest state in Malaysia and consists of a mixture of mountainous regions, rainforests, beaches and islands. Sabah has an approximately total population of 3,418,785, with 2,608,342 (76.3%) citizens and 810,443 (23.7%) non-citizens documented, and 45.3% are living in \xe2\x80\x98Rural\xe2\x80\x99 settings.There are concerns regarding low immunization coverage especially among high-risk population categories in hard-to-reach areas in difficult geographies. Sabah State experiences high proportion of non-state high risk population categories and population immunity gaps are persisting due to pockets of unvaccinated children. This has led to persistence of Measles, Diphtheria and Pertussis cases in the state, with vulnerability to childhood morbidity and mortality.Sabah State health department find it challenging to reach all the unreached children in difficult terrains and this is also impacted by a high level of population migration in estates and other un-skilled labour categories, especially undocumented populations. The State Health Department has estimated a total number of unvaccinated to be reached through WHO support project as 4421 children below 12 years, including in Alternative Learning Centres in the districts of Papar, Kota Kinabalu Kudat, Sandakan, Tawau, Samporna, Kunak and Lahad Datu.The National consultant is expected to collaborate with all relevant stakeholders to identify such unreached children and carry out vaccination to address immunity gaps.DeliverablesUnder the supervision of the WHO Representative and Unit lead of the Disease Control, the selected consultant will provide technical guidance and operational support including field visits to the special vaccination project activities to be carried out in Sabah State, together with the contracted entity (s) to implement the special vaccination project.Output 1: Provide technical support in hard-to-reach areas in Sabah state:Deliverable 1.1: Collaborate with Sabah State Health Department to map out identified areas to be supported through the project and support the identification of locations to carry out vaccination of unvaccinated children.
Deliverable 1.2: Engage with Sabah State Health Department, District Health Offices and relevant Primary Health Care clinics, and non-health sector organizations to solicit permission processes, identify the unvaccinated children, establish numbers to be reached, develop feasible micro plans for implementation and implement the vaccination project aligned to the Sabah State Health Department requirements.
Deliverable 1.3 Identify Alternate Learning Centres (ALC) and arrange vaccination sessions to ensure all unvaccinated children are vaccinated in line with the national immunization guidelines.
Deliverable 1.4: Function as technical advisor to the contracted entity(s) who will be implementing the project, guide the project implementation, monitor progress and to ensure the project is fully implemented within the specified timeframe and aligned to national guidelines.
Deliverable 1.5: Undertake regular field visits to ensure smooth implementation of the vaccination project, supervise the activities of the implementing contractor and ensure timely provision of technical advice implementation of the vaccination project including cold chain monitoring and reporting of Adverse Events following Immunization as required to the National system. Ensure all relevant vaccination data are gathered fortnightly including details regarding vaccinated number of children (basic socio demographic and geographic data for information of vaccinated categories), ensure vaccination data are entered into the Malaysia Vaccination Administration System (MyVAS) and perform basic statistical analysis to produce monthly technical reports.
Deliverables 1.6: Monitor the project progress of the implementing entity(s) and facilitate the submission of technical progress reports monthly to WHO including the final technical and financial reports at the end.Output 2: Submission of data and technical reportingDeliverable 2.1 Weekly vaccination reports to Sabah State Health Department, fortnightly progress updates and monthly consultancy reports to WHO
Deliverable 2.2: final technical reports including all deliverablesQualifications, experience, skills and knowledge, and languagesEducational Qualifications:Essential: First university degree in General Medicine, Public Health or related Medical Sciences or Epidemiology from an accredited/ recognized institute.
Desirable: Advanced university degree in public health, epidemiology, infectious diseases or vaccinologyExperience required:Essential: Minimum five years of experience in the areas of communicable diseases, vaccination, health management at the local, national and international levels.
Desirable: Academic work experience and/or experience in holding health administrative post/s.
Experience in planning and implementing of health programmes at local, national and regional levels.
Previous experience in United Nations organizations/agencies, health cluster partners, recognized humanitarian organizations, international institutions or nongovernmental organizations, geographies with difficult to reach particularly in developing countries.Skills / Technical skills and knowledge:

  • Understanding the implementation of vaccination at the field level.
  • Able to convene, lead and facilitate multi-stakeholder discussions.
  • Understanding of policies and procedures, planning and strategies of vaccines and vaccinations
  • Excellent communication and coordination skills.
  • Good knowledge and skills in data management and report writing.
Language requirements:Excellent knowledge of English and local language Bahasa Malaysia.
Working knowledge of another WHO official language would be an asset.LocationThe consultant will be based in the Sabah State to visit project implementation sites and visit to the WHO Country Office Malaysia and when necessary.TravelThe Consultant may be required to travel locally to meet with Sabah State Health Department and other stakeholders.RemunerationRemuneration: NO-C, MYR 18,004.5 (monthly)
