Job Description

The Plant General Manager is the Senior IPASB representative in Kertih, responsible for all IPASB site activities which include: HSSE, Operations, Projects Operations Readiness, Engineering, Process Engineering, Logistics and Supply Chain, Finance & Accounting, Procurement, HR & Admin and Site Coordination. The PGM is also a member of IPASB\xe2\x80\x99s Management Committee which provides the collective leadership for the Joint Venture Company. The role requires post holder to be able to operate fairly autonomously as well as to provide strong leadership to all employees located in Kertih . The distinguishing features of the role are its independence, the external interfaces with PETRONAS and other JVs in the Kertih Integrated Petrochemical Complex (KIPC) and the management of INEOS\xe2\x80\x99s and IPASB\xe2\x80\x99s reputation with neighbours and the community. The role requires the post holder to have an outstanding track record in operational leadership over a minimum of 15 years. The role requires the ability to operate independently and demonstrate active and visible leadership to all site employees. The distinguishing features of the role are its independence and the requirement to represent the company as its most senior external interface with PETRONAS and other JVs in the Kertih Integrated Petrochemical Complex (KIPC)> The role also requires active management of shareholder matters, including INEOS\xe2\x80\x99 and IPASB\xe2\x80\x99s reputation with neighbours and the community. Context of the Role/Job:

• IPASB manages the operations of a 500ktes Acetic Acid joint venture out of Kertih, Malaysia with 86 employees. The job includes the development and execution of operations readiness for any IPASB\xe2\x80\x99s future major projects.
• A distinguish/challanging feature of the JV is that it operates as a stand alone entity, independent asset within a big Kertih Integrated Petrochemical Complex ( KIPC ) thus requires significant and sizeable site coordination. The role in Kertih is fairly autonomous to run the site with 86 people independently within a site that INEOS has no control over. The KIPC site belongs to PETRONAS thus requiring significant external interfaces and influential characters. IPASB site is to have a fully independent decision making for the site\xe2\x80\x99s administration and control.
• The JV is responsible for developing the overall strategies to manage and operate the operating asset as well as operations preparedness of new assets to achieve targeted safe, reliable and efficient operations.
• The JV works closely with the INEOS Acetyls Technology Support Team as well as the Asia Manufacturing Excellence Team for support in the area of asset\xe2\x80\x99s technology and efficiency improvements as well as SHE and reliability improvements.
• The site is located in the state of Terengganu, East Coast of Malaysia, a less developed area of Malaysia compared to the West Coast area such as Kuala Lumpur. Attracting graduates in all disciplines is a challenging task since the area has limited infrastructure and facilities to support those who value urban life.

Responsibilities/ Accountabilities of the job: SHE The Plant General Manager (PGM) has the primary responsibility for SHE Leadership in Kertih. The SHE manager reports to the PGM. Accountable for planning and implementation of safe work system. Act as SHE role model within the KIPC complex. OPERATIONS Responsibility for operations and analytical services, which includes production, reliability, trouble shooting and operating team morale/competencies, etc. lies with the Operations Manager who reports directly to the PGM. The laboratory analytical works are under the role of Production Analyst who reports to the Operations Manager. ENGINEERING, PROCESS ENGINEERING and MAINTENANCE Responsibility for Engineering & Maintenance which includes maintenance, Projects, TAR planning and execution, Process Engineering, Engineering Authorities, team morale / competencies etc., lies with the Engineering Manager,Process Manager and Maintenance Manager. MAJOR PROJECTS & OPERATIONS READINESS Drive the Operations Readiness ( eg. Manpower, budgets, milestones ) for a new asset installation after the project reached into a defined/detail engineering stage. Establish teams and work closely with both internal and external project and other resource/cross-functional teams from inception to operations through stage gate process. Spearheads the plan and execution of asset readiness for pre-commissioning, commissioning through to beneficial operations for a new major plant installation. LOGISTICS, CONTRACTS and PROCUREMENTS Responsibility for the coordination of all supply chain activities and contracts negotiations which includes raw materials/product into and out of the Port and Terminal to utility usage coordination, etc., lies with the Logistic & Supply Chain Manager, who reports directly to the PGM COMMERCIALS, FINANCE & ACCOUNTS Responsibility for finance and accounting deliverables lies with The Finance & Accounting Manager reports directly to the Financial Controller who in turn reports to the CEO. The PGM ensures that the site operates in accordance to the established commercial, finance and accounts requirements.

In addition to the above responsibilities related to the senior team in Kertih, the PGM has the following additional responsibilities, IPASB being an independent entity with no headquarter resources:

• Site Coordination activities, helping to extract maximum benefits for all parties in the KIPC, encouraging federal behaviours
• Community activities, turtle sanctuary, school projects
• Development of the local staff.

Technical Skills

• Minimum BS in Engineering / Science
• Minimum 15 - 20 years of hand ons experience with project management, establishment/set up of a new asset operations management, plant process & operations/maintenance/reliability work. Hands on experience on Plant Teams organization set up, asset precommissioning, commissioning through to beneficial operations for a new major plant installation.
• Broad manufacturing experience and proven track record of delivery
• Track record of manufacturing management excellence and technical / analytical skills in manufacturing environment
• Demonstrate knowledge of INEOS internal standards / applicable external standards in the area of asset management \xe2\x80\x93 SHE, Operations, Engineering and Maintenance
• Demonstrated proficiency in influencing others and working with people at all levels
• Effective negotiators with some exposure to implementing commercial transactions.
