Research trade policies, material certification requirements, and project compliance
regulations in target countries.
Plan overseas supply chain layouts, build multi-country procurement and delivery
networks, and evaluate cost differences between overseas localized procurement,
regional centralized procurement, and domestic sourcing to reduce total procurement
costs.
Develop resilient supply chain strategies to address geopolitical risks, exchange rate
fluctuations, trade barriers, port congestion, and strikes.
Based on overseas business needs, screen and qualify global engineering material
suppliers and subcontractors, conduct qualification audits and business negotiations
to optimize pricing, payment terms, and delivery cycles.
Establish a global supplier pool, assess ESG compliance, and promote long-term
strategic partnerships with key suppliers.
Analyze total supply chain costs, balance logistics and tariff expenses, and optimize
the selection of international trade terms.
Manage supplier KPIs such as on-time delivery (OTD) and quality pass rate; handle
supply chain disputes, including breach compensation and force majeure situations;
manage labour subcontract performance and coordinate the resolution of labour
disputes or resource shortages.
Develop business continuity plans and emergency procurement mechanisms to ensure
supply chain security and meet sudden material or labour demands.
Collaborate with overseas market, project, and logistics/customs teams to optimize
demand forecasting models.
Perform other duties as assigned by superiors.
Job Requirements :
Bachelor's degree or above in Engineering or Supply Chain Management.
Minimum 3 years of experience in international procurement and labor subcontract management.
Must have a
background in cleanroom engineering (mandatory requirement).
Familiar with international trade terms and overseas engineering procurement systems in industries such as semiconductors or biopharmaceuticals.
Fluent in English, able to use it as a working language.
Strong cross-department collaboration and crisis management abilities.
Excellent skills in vendor negotiation, quotation analysis, data analytics, and cross-border business negotiations.
