Job Description


We are looking for an innovative Procurement Manager to lead the Procurement team. The candidate shall spearhead the purchasing process from supplier selection through stock optimization, as well as guide sourcing and procurement processes. At least five (5) years of working experience as a Procurement Manager, and at least five (5) years of experience reporting directly to the Chief Executive Officer or Managing Director. 3. Proficient in Microsoft Office Suite especially Excel and Access. 4. Experience using Procurement and Inventory Management software and tools, including Albatrozz. SPECIFIC KNOWLEDGE 1. Excellent command of both verbal and written English and Bahasa and ability to communicate with people from diverse backgrounds and cultures. 2. Ability in multi-tasking, time-management skills, confidence, meticulousness, ability to work independently, and ability to prioritize tasks. 3. Excellent analytical and problem-solving skills. 4. In-depth knowledge of preparing and reviewing contracts, invoicing, and negotiation terms. 5. High degree of integrity including the ability to successfully deal with sensitive or confidential information. DUTIES AND RESPONSIBILITIES 1. Act as liaison personnel in negotiating contracts and formulating policies with suppliers. 2. Direct and coordinate activities of personnel engaged in buying, selling, and distributing materials, equipment, machinery, and supplies. 3. Locate vendors of materials, equipment, or supplies, and interview them to determine product availability and terms of sales. 4. Prepare and process requisitions and purchase orders for supplies and equipment. 5. Analyse market and delivery systems to assess present and future material availability. Enhance material and product value by increasing quality and lowering costs through global sourcing and key vendor acquisition initiatives. 6. Foster vendor relations and management processes by identifying and maintaining direct contact with suppliers. 7. Identify areas for procurement improvement to continually drive performance and business results. 8. Advise on organizational structures and resource requirements needed for the supply chain to best meet long-term company goals. 9. Draft purchasing and contract management instructions, policies, and procedures. 10. Manage the disposal of surplus materials to recoup costs and minimize losses. 11. Process the purchase orders and supply requisitions submitted by department personnel. 12. Negotiate the company\'s contracts and delivery schedules with suppliers. Strategize and implement methods for keeping material costs low and saving on related delivery charges. 14. Review purchase order claims and contracts for compliance with company policy. Source and vet new vendors to fulfill the organization\'s supply needs with quality materials. 15. Resolve vendor or contractor grievances and claims against suppliers. Communicate information and updates via regular meetings and one-on-one support to continuously improve warehouse operations. 16. Dealing with government ministries or agencies such as the Ministry of Finance, Royal Malaysian Customs, Statutory bodies, Government Link Company and Government Own Company as and when required. 17. Experience in Railway Industry Procurement is an advantage.
