Develop and implement procurement strategies for raw materials, feedstock, and oils aligned with production plans and business objectives.
Forecast procurement requirements based on production schedules, inventory levels, and market conditions.
Establish annual procurement budgets and cost-saving initiatives.
2. Supplier Sourcing & Relationship Management
Identify, evaluate, approve, and manage key suppliers including mills, refinery, estates, traders, and logistics providers.
Lead high-value negotiations on pricing, contract terms, credit terms, and delivery schedules.
Establish long-term supply agreements to ensure supply stability and competitive pricing.
Monitor supplier performance and address quality, delivery, or compliance issues.
3. Contract & Risk Management
Review, negotiate, and approve procurement contracts in accordance with company policies and authority limits.
Identify procurement risks such as price volatility, supply disruptions, and regulatory changes, and implement mitigation plans.
Ensure procurement practices support sustainability, traceability, and regulatory compliance (e.g. MPOB, RSPO, MSPO where applicable).
4. Operations & Inventory Coordination
Coordinate closely with Production, Warehouse, and Logistics teams to ensure timely supply of feedstock and oils to support continuous operations.
Oversee inventory control strategies to optimize stock levels and minimize holding costs.
Resolve supply chain issues that may impact production or delivery schedules.
5. Compliance, Governance & Controls
Ensure procurement activities comply with internal policies, approval matrices, and audit requirements.
Ensure proper documentation, record-keeping, and internal controls are in place for all procurement transactions.
Support internal and external audits by providing procurement data and explanations as required.
6. Team Leadership & Development
Lead, supervise, and develop the procurement team, including performance management and training.
Set clear KPIs and ensure accountability for procurement performance, cost control, and compliance.
Promote ethical procurement practices and a culture of integrity.
7. Market Intelligence & Management Reporting
Monitor palm oil market trends, pricing movements, and supply-demand dynamics.
Provide strategic insights, procurement analysis, and regular reports to Management and Directors.
Advise Management on procurement risks, opportunities, and cost optimization strategies.
8. Authority & Decision-Making
Approve suppliers and procurement transactions within delegated authority limits.
Recommend strategic sourcing decisions and long-term contracts to Management.
Escalate high-risk or high-value procurement matters to senior management as required.
REQUIREMENT :
Bachelor's Degree in Supply Chain Management, Business Administration, Engineering, or related field. A Master's degree is an advantage.
Minimum
7-10 years
of procurement or supply chain experience, with at least
3-5 years in a managerial role
.
Strong background in
palm oil, refinery, oleochemical, or commodity-based industries
.
In-depth knowledge of CPO, PK, feedstock sourcing, pricing mechanisms, and contracts.
Strong negotiation, leadership, and commercial acumen.
Familiarity with MPOB, MSPO, RSPO, and relevant statutory requirements.
Proficient in ERP systems, procurement platforms, and advanced Excel.
Strategic thinker with strong problem-solving skills.
High integrity, accountability, and ability to work under pressure.
Excellent communication and stakeholder management skills.
