Job Scope: Project Manager
Location: Kuala Lumpur, Malaysia
Project: 24-Storey Serviced Apartment Development
Project Type: High-Rise Residential
Reporting To: Project Director / Developer Representative
Role Purpose
The Project Manager will lead the planning, design coordination, construction, and
handover of a 24-storey serviced apartment development in Kuala Lumpur. The role requires
strong experience with local authority approvals, Malaysian construction practices, and
high-rise residential projects, ensuring delivery on time, within budget, and in
compliance with statutory and quality requirements.
Key Responsibilities
1. Project Planning & Control
? Manage the project lifecycle from design development through construction, CCC,
and handover
? Develop and maintain the overall project master programme
? Monitor progress, identify risks, and implement mitigation measures
2. Cost & Commercial Management
? Prepare and manage project budgets, cost plans, and cash flow forecasts
? Review consultants' and contractors' valuations, variations, and final accounts
? Lead value engineering initiatives without compromising quality or compliance
3. Consultant & Contractor Management
? Appoint and manage project consultants including Architect, C&S Engineer, M&E
Engineer, QS, and Specialist Consultants
? Manage the Main Contractor and key subcontractors
? Chair weekly site meetings, technical meetings, and progress reviews
4. Design & Authority Coordination
? Coordinate architectural, structural, MEP, facade, and interior design packages
? Manage submissions and approvals with DBKL, Bomba, TNB, Syabas/Air
Selangor, IWK, and other relevant authorities
? Ensure compliance with UBBL, Street, Drainage and Building Act, MS Standards,
and local guidelines
5. Construction & Site Management
? Monitor construction quality, safety, and progress in accordance with approved
drawings and specifications
? Ensure compliance with DOSH, CIDB, and OSHA requirements
? Oversee site safety performance and contractor HSE compliance
6. Quality, Testing & Handover
? Manage testing, commissioning, snagging, and defect rectification
? Coordinate inspections leading to Certificate of Completion and Compliance
(CCC)
? Ensure complete handover documentation including as-built drawings, O&M
manuals, and warranties
7. Stakeholder & Risk Management
? Act as the key interface between the Developer, Consultants, Contractors,
Authorities, and Operators
? Identify and manage project risks, issues, and claims
? Prepare and present monthly project status reports to senior management
Key Deliverables
? Approved project programme and budget
? Authority approvals and statutory compliance
? Construction progress and cost reports
? Successful issuance of CCC
? Complete handover and close-out documentation
Qualifications & Experience
Education & Professional Requirements
? Degree in Engineering, Construction Management, Quantity Surveying,
Architecture, or related discipline
? Registered with BEM, LAM, RISM, or equivalent professional body - preferred
? PMP / PRINCE2 / CIOB / MRICS certification - an advantage
Experience
? Minimum 8-12 years of relevant project management experience
? Proven track record in high-rise residential projects in Malaysia
? Direct experience managing 20+ storey developments
? Strong knowledge of DBKL approval processes and CCC requirements
Key Competencies
? Strong leadership and coordination skills
? Excellent commercial and contract management knowledge
? Solid technical understanding of high-rise construction and M&E systems
? Familiarity with Malaysian construction contracts (e.g. PAM / PWD forms)
? Strong communication skills in English (Bahasa Malaysia and Mandarin are
advantages)
