Job Description

Prepare detailed cost estimates and technical/commercial proposal write-ups based on RFQ documents and ensure proposals meet client requirements, specifications, and timelines. Collaborate closely with Engineering, Procurement, Fabrication, Project, QA/QC, HSE, and Finance teams to gather technical and commercial inputs. Ensure alignment across departments on scope, deliverables, and cost drivers. Source, negotiate, and evaluate quotations from qualified vendors and subcontractors. Maintain up-to-date vendor database and develop strategic supplier relationships. Implement and manage proposal workflows, ensuring compliance with company work instructions and approval protocols. Present costing breakdowns and assumptions to Proposal Manager and department heads for validation and approval. Attend and respond to technical clarifications, bid reviews, and pre-award meetings with clients. Highlight and communicate key financial assumptions, cashflow risks, and scope exclusions. Ensure complete and accurate handover of proposal documents and costing data to the Project Execution Team upon contract award. Clarify any ambiguities and support kickoff meetings. Maintain a structured repository of proposal records, costing sheets, and communication logs for audit and reference. Attend internal and external training sessions to enhance technical and commercial knowledge. Participating in lessons learned reviews post-tender to improve future proposal effectiveness. Perform additional duties as assigned by the Proposal Manager / HOD in support of departmental objectives. Able to interpret technical drawings, specifications, and commercial terms; capable of evaluating cost impacts and proposing optimized solutions.
