Job Description

Job Purpose To manage relationships & develop understanding of the local dynamics to reduce social and political tensions between HRC and the local communities and authorities and other key stakeholders in Port Dickson, State ( as and whenever required) Principle Accountabilities 1.Government Relations

• Key liaison from HRC with all key stakeholders (communities, authorities, government agency, NGO etc.) in district and state level
• Build, maintain, manage relationships & develop understanding with company key stakeholders to reduce social and political tensions amongst local communities and authorities
• Understand the possible social and environmental impact from operation and projects to the surrounding communities.
• Thoroughly understand the socio-economic conditions, and the essential socio-cultural values within the refinery operates area.
• Represent HRC Leadership Team at external events and as per the official invitation and attend to the community and government program to increase HRC footprint in social and public engagement program.
• Timely response to inquiry from communities and local authorities to ensure and minimize political Impacts to business operations.
• To support Government Relations Officer in executing government relations management strategy

2.Community Liaison

• Provide early warning and information on the potential operation disruptions to the surrounding communities
• Plan, prepare material and execute dialogue or engagement to update key stakeholders on relevant business, operation and project information
• Obtain feedback on the public perception of the project & support direct supervisor quick responses to critical issues.
• Resolve public grievances as and when required.
• Responsible to facilitate any query, request and complaint from fenceline communities.
• Key member of Public Information Officer in emergency response system.

3.Corporate Social Responsibility Lead

• To review and recommend sponsorship requests from communities, local authorities, government agencies and NGOs, and work with the relevant departments to ensure optimal leverage that will reinforce HRC\xe2\x80\x99s brand/presence.
• To plan and propose yearly CSR programs with specific focus area that align with company business strategies

Personal Qualities/ Competencies:

• The ability to influence at all levels
• Deep knowledge of community related issues
• Deep experience of/resident of local region
• Self-starter
• Preferably knowledge of gas and oil industry
• Knowledge of working with development agencies and development projects.
• Computer skills essential to produce reports and develop and maintain databases

Qualification:

• Minimum a bachelor\xe2\x80\x99s degree from reputable local / international universities preferably in Mass Communications (i.e Public Relations, Journalism, Advertising, Publishing and Broadcasting), Marketing, Business or
• Should be with a minimum 2 years of experience in the fields of either public relations, corporate affairs, journalism, investor relations, corporate planning or business management.
• Fresh graduates are encouraged to apply.
• Fluent in speaking and writings in both Bahasa and English.
