Job Description


JOB PURPOSETo lead the Program Management section function in:(i) Guiding overall provision of project management office (PMO) support to Project Managers and project teams across entire project management cycle (initiation, development, execution, monitoring, closure) to facilitate smooth bank-wide execution of SBP initiatives.
(ii) Defines the Bank\'s standards for program and project management and providing oversight to ensure the Bank\'s project management standards are adhered to throughout project management cycle following the Bank\'s governance structure
(iii) Maintaining holistic and granular clarity of all live projects and advise on strategic prioritisation of resources on current and proposed projects
(iv) Ensuring project artifacts are accurately maintained across entire project management cycle
(v) Recommending appropriate measurement criteria to monitor the performance of established strategies, identify deficiencies and avail actionable solutions
(vi) Facilitate communication and collaboration throughout the project team and senior management stakeholders, ensuring buy-in from all stakeholders
(vii) Ensuring regular assessment and engagements takes place with Project Managers to ensure implementation of projects falls within the parameters of cost, scope, quality and time and to propose critical actions required to ensure timely implementation
(viii) Providing progress and expenditure reports, management reports and regular updates for Head, CSPD, CSO, other senior management and Board consumption
(ix) Conducting strategic reviews of the impact from the Banks\' projects and initiatives against the intended outcomes for consumption by Head, CSPD, CSO, other senior management and Board consumption
(x) Driving continuous improvement initiatives to enhance sophistication in project management office practicesOther duties:(i) Play mentorship role to executive(s) in Program Management section and CSPD, ensuring constant improvement of skills and readying them for upward migration in terms of authority, accountability and functionality
(ii) Identifying possible areas for improving organisational effectiveness and efficiency in delivery of the Bank\'s mandates, working in collaboration with other CSPD functions and Business Process Re-engineering
(iii) Representing the Bank in engagements with key stakeholders like Ministry of Finance (MoF), Ministry of Agriculture and Food Industries (MAFI) and Bank Negara Malaysia (BNM) on ad hoc and planned matters
(iv) Develop proposals and reports based on instructions by Head, CSPD and CSO on an ad-hoc basisPRINCIPAL ACCOUNTABILITIES

  • Monitor financial benefits (cost savings) from successful execution of continuous improvement initiative.
  • Nurture strong relationships with key counterparts across divisions and departments, maintaining high service quality of the section, and by default, CSPD
  • Play mentorship role to executive(s) in Program Management section and CSPD, ensuring constant improvement of skills and readying them for upward migration in terms of authority, accountability and functionality.
  • Ensure the angle of sustainability is considered and incorporated into the project scopes

QUALIFICATIONS
  • Education:
(i) Minimum requirements: Bachelor\'s degree in finance or any business discipline from a reputable university (eg. Finance, Business Administration, Economics, Agriculture Business, Marketing, HR, Business Statistics, Mathematics, etc)
(ii) Preferred qualifications: Tertiary education with an accredited professional qualification in finance or any business discipline from a reputable university to indicate theoretical mastery within a particular domain. Project management certification (eg PMP, Prince2 would be advantageous).
  • Experience:
(i) Minimum requirements: 7-10 years work experience, with at least five (5) years\' experience in a project management support role, leading at least one (1) individual, work exposure in organisational change projects in a large organisation and with experience conducting strategic reviews for senior management and Board consumption
