Malaysia is located between several resource rich maritime regions, in the Indian Ocean and South China Sea, connected by the Straits of Malacca and beyond to the Pacific Ocean. Malaysia has large hydrocarbon reserves and maintain several offshore oilfields. Economic growth factors in Malaysia is dependent on international trade which is primarily dependent on secure sea lanes of communication. While the maritime region is resource rich it is also plagued with rampant illicit activity at sea.
The Andaman sea off the western coastline is known for methamphetamine trafficking suspected to originate from northerly regions close to Myanmar. In addition, the flow of human smuggling activity also seems prevalent in the Anderman sea region. The Straits of Malacca has had a prolonged issue relating to armed robbery at sea. The efforts of Malaysia and neighbouring states of Indonesia and Singapore have resulted in an improved situation but it still remains a concern. In the Sarawak and Sabah regions, illicit logging and maritime transportation of wildlife and forestry products remain a serious concern. In the Eastern coastal regions off the Sulu and Celebes Seas significant criminal enterprise remains active including maritime logistics in support of terrorism and kidnap for ransom.
The UNODC GMCP has a strong reputation of delivering high quality and practical programming to improve the criminal justice response to maritime crime. UNODC GMCP provides capacity building and technical assistance along the criminal justice chain, from interdiction by maritimepolice, through investigation to the courts and prisons. GMCP advises on legislative frameworks, policies and facilitates national, regional and international cooperation. The Programme has developed expertise, tools and best practices including in the areas proposed in this project.
The Malaysian Maritime Enforcement Agency (MMEA) is designated to conduct maritime law
enforcement activities in the ocean space of Malaysia. The agency established in 2005 was
strengthened with human resource and expertise from the Royal Malaysian Navy. As the MMEA
develops into a fully-fledged enforcement agency there is a need to develop capacity and expertisewithin the agency and retain the manpower resources.
Duties and Responsibilities
The purpose of this assignment is to work in close partnership with the Ministry of Home Affairs Malaysia and Malaysian Maritime Enforcement Agency (MMEA) and continue supporting the development of a 10-Year Strategic Plan for MMEA towards policy guidance for future interventions by UNODC GMCP.
In 2022, a Maritime Criminality Report within the waters of Sabah and Sarawak was produced, consultative meetings with MMEA, MOHA and maritime stakeholders held to develop a gap analysis report, and following a study tour to the Republic of Turkiye to visit the Coast Guard, a first draft framework of the White Paper reflecting the proposed new vision, mission and a 10-year Strategic Plan for MMEA was produced.
This assignment will build upon this effort and produce a complete 10-Year Strategic Plan to assist MMEA in achieving their target of becoming the regional Centre of Excellence for Maritime Law Enforcement and Maritime Search and Rescue. The Strategic Plan will enable the Ministry of Home Affairs to better understand the needs for Force Development, Capacity Building and Capability Enhancement of MMEA. The Strategic Plan will also address emerging maritime criminal threats based on the Study of Maritime Criminality Report conducted by UNODC in collaboration with MMEA in 2022, the Study Tour to the Republic of Turkiye and other Consultative Meetings held with MMEA to identify critical areas of focus.
The Strategic Plan will ultimately enable MMEA to better formulate organisational needs, directives and guidance. The total effort will be to determine the best use of resources to effectively provide enhanced Maritime Law Enforcement and Maritime Search and Rescue in the vast maritime seascape in which MMEA operates which includes the Andaman Sea, Straits of Malacca, South China Sea and the Sulu Celebes Seas. The necessary Secretariat and editorial support is to be managed in collating the multiple Consultative Meetings that will be held in the development of the Strategic Plan into a comprehensive text which will be submitted to the higher echelons of MMEA for approvals prior the final presentation to the Ministry of Home Affairs.

FINANCIAL PROPOSAL
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).
