  • Project Management - shall be rendered for any power station turnaround management work, or on a per job basis such as for shutdown work and equipment/system upgrading/replacement.
  • To assist the Manager (Turnaround Management) in the entire life cycle of selected power station projects in areas such as contract administration, quality management, risk management, completion management, schedule and cost management, and compliance with regulatory requirements. Responsibilities include but are not limited to the following:
  • Project Planning and Development
  • Help in the assessment of the service request from station turnaround.
  • Lead the turnaround activities.
  • To consolidate the planning into a DG2 project agreement which shall contain all the agreed Scope of work, cost estimates, budget, timeline, HSSE plan, contract strategy, quality plan and stakeholder management for the power plant asset operators to agree before proceeding into the tender phase for management approval.
  • Assist to carry out peer review with station operation and maintenance if require.
  • Procurement of Contractor Services
  • Assist the tender committee chairman on the tender process for the procurement of external contractor services. Activities shall include the preparation of tender documents complete with drawings, specifications, bill of quantities technical schedule and commercial requirements.
  • Lead to develop the contents of the contract strategy paper and the assist in the setting up the tender committee.
  • Help perform peer review of the final tender documents.
  • Subsequently, monitor to float the tender, and ensure a fair evaluation of the tender submissions and compliance of PPP rules before completing the tendering process by submitting a recommendation on the selection of the Contractor.
  • Project Execution
  • Quality Management - Lead peer to review and execute the Quality Plan and ensure work done is in accordance to contractual requirements, specifications, and to manage any deviations that may arise.
  • Change Management - Manage deviations to the original contractual specifications. Able to make an assessment on any Variation Orders with respect to Time Cost and Money submitted by Contractor and making a recommendation on the way forward.
  • Site Safety Management - Jointly work with all stakeholders to develop Job Safety Plans (JSA, HIRARC etc) to ensure that the job site remains a safe work environment for all workers and team members and that they are applied at site.
  • Risk Management - Jointly work with peer or contractors to develop the risk register with all the mitigation plan in place and that they are managed progressively.
  • Schedule Management - Plan project timeline, budget and resource requirements and Cashflow projections. To liaise with Asset Operators for more resources such as Budget or Time in the event the tender outcomes are higher than the forecast value. Monitoring of Critical Path Activities.
  • Interface and Stakeholder management - Liaise and agree on the interfacing schedule and stakeholder responses that may impact the project progress.
  • Handover - Prepare of all handover documents to the Asset Operator (eg Operation and Maintenance Manuals, Warranties , Training Manuals etc). Ensure all defects are rectified and ensure proper issuance of Provisional and Final Acceptance Certificates.
  • Budget - Monitor and update on the budget expenditure.
  • Project Management Framework and Processes
  • Continuous improvement of turnaround management processes. Activities include standardization of processes by putting together a set of best practices, guidelines and structure so that there is a consistent approach in managing projects. Some of the area of interest are Document Management, Quality Management, HSSE, Scheduling, Cost Estimates and Contract Strategy.
  • Establish and review policies, procedures & guidelines, standards and ensure audits and compliance.
  • Assist in setting and executing Departmental KPI targets and cascading the KPI targets to subordinates.
  • Perform review on workscope, scheduling, costing, quality, HSSE and contractor performance after project close.
  • Perform tasklist/ job scoping exercise to ensure all the turnaround activities included.
  • Supervise the junior engineers and technicians assigned to the project.
QUALIFICATION:
  • Possess a minimum Degree in Engineering preferably in Mechanical, Electrical or Electronic discipline and registered with BEM.
WORK EXPERIENCE:
  • Minimum 6-8 years of practical engineering experience in project delivery or other related industries.
SKILLS:
  • Strong understanding in the principles of project management. Having a Professional Engineer or PMP certification is an advantage.
  • Certified and well versed in the usage of scheduling tools (eg Primavera, MS Project).
  • Knowledge of supervisory practices and principles including delegation of work, training of subordinates, performance evaluation, discipline and hiring.
  • Knowledge of the principles, methods, manufacturer's manuals, and standard procedures in the maintenance and repair of power station equipment.
  • Knowledge of plant safety and accident prevention measures required for maintaining and repairing all power plant equipment.
  • Knowledge of hydro & thermal power plant operation and its auxiliary equipment.
  • Ability to analyze difficult and unusual technical operation or repair problems.
  • Ability to maintain, interpret and analyze operational records and data.
  • Knowledge on local regulations (eg Grid Code, DOSH, DOE, EIU, Council, BOMBA) and International Standards (FMG, ASME, IEC)
