Job Description


JOB PURPOSE Manage and coordinate overall foreign workers documentation including governmental web-portal, end-to-end process of work permit, passport, termination, contracts of service, and manpower movement while ensuring compliance with legal requirement and suits for auditing purpose. Oversee overall foreign workers management and attend to the needs and welfare of foreign workers by which includes engaging with them to foster high levels of workers motivation. Coordinate foreign worker application quotas by liaising with agencies and hiring managers to ensure compliance with government rules and regulations. Collaborate with internal departments to align work permit processes with company policies and procedures. Provide necessary support and advice on immigration matters. Assisting governmental requests from labor departments, immigration, and other relevant authorities by providing the necessary information. Coordinate arrangement such as medical check-ups (FOMEMA), foreign workers\' Hospitalization and Surgical Scheme Insurance (SKHPPA), embassy matter and hostel allocation, and ensuring compliance with procedures. Coordinate, monitor and liaise with relevant authorities and agencies to ensure foreign workers\' accommodation and the facilities comply with latest legal requirement. Serve as the primary contact point for foreign workers employee relations regarding guidance and information on visa, work permit matters and welfare. Liaise with government agencies, legal counsel, and other stakeholders to facilitate, resolve issue arises and to mitigate delays or complications efficiently. Liaise with external stakeholder or service providers to ensure the smooth handling of visa and work permit applications, maintaining quality and adherence to timelines. Stay updated on immigration laws, regulations, and policies to ensure compliance with local and international visa requirements. Develop and implement strategies to address any changes or updates in these laws. Monitor and ensure compliance with human rights as per Company or Group Policy and address any reports or violations. Ensure all foreigners must have valid work passes in MMHE. Coordinate and manage the entire relocation process for expatriates, including visa applications, work permits, and immigration requirements. Managing new and existing quota for Professional Visit Pass (PVP) and Employment Pass (EP) with Immigration Department based on project/department requirement. Managing overall end-to-end expatriate documentation processes including different type of work passes, passport, termination and manpower movement while ensuring compliance with legal requirement and suits for auditing purpose. Serve as a primary point of contact for expatriates, liaising with various departments and external agencies to streamline processes and address concerns. Ensure adherence to local and international immigration laws and regulations and maintain up-to-date knowledge of changes that may impact expatriate assignments. Recommend improvising company work process flow with regards to expatriate management. Coordinate with related department in managing processes related to Green Card including application and renewal. Liaise and oversee with related legal department regarding on the reporting of foreign workers (PA1/PA2), and compliances of managing JobsMalaysia (Job Clearing System - JCS) and MYFutureJobs requirement inclusive compliance audit. Collaborate with appointed third party in planning and facilitating end-to-end process of IG, SPIKPA and SPPA for new foreign employees and expatriates. Obtain an approval of supporting letter from the Approving Agency prior to initiate the Pas Lawatan Kerja Sementara (PLKS) or EP application. Manage the end-to-end process of work permit applications for employees assigned to Sabah or Sarawak. Facilitate and advise both local and foreign staff assigned to Sabah or Sarawak on the necessary information and documentation required for work permit applications. Ensure adherence to all immigration laws, regulations, and company policies in obtaining and maintaining work permits. Collaborate with relevant authorities in Sabah and Sarawak to facilitate and expedite work permit processes. Manage transactions (cash advance, bank draft, or domestic transfer) through the Finance Department, specifically for new applications or renewals of work permits. This includes to manage and compile the documents or receipts of the work pass expenses clearance. Any additional tasks or assignments provided by a superior as the need arises. REQUIREMENT Bachelor\'s degree in human resources management/ business administration or equivalent. Demonstrating the necessary expertise and at least 5 years of experience in Human Resource preferably foreign worker and expatriate management.
