Job Purpose

Responsible for assisting with the Company's overall manpower costs management, which includes manpower budgeting, monitoring and analytics to ensure prudent manpower costs management.

Job Responsibilities

Manpower budgeting: Plan and ensure smooth execution and completion of the Company's Annual manpower budgeting (AOP) activities:

  • Develop the yearly manpower plan and budget in collaboration with the different functions (OD, Analytics & HRBPs) based on the approved organisation structure.
  • Develop proper tools and templates to facilitate the Manpower Budgeting for SDP
  • Provide Department / Line Managers with background information for formulating short, medium and long term, manpower plans to fulfill manpower requirements.
  • Compilations of Workforce Planning & provide analysis on the manpower requirement
  • Ensure smooth execution and completion of manpower budgeting activities as planned.
Job Responsibilities (Con't)

Cost monitoring: Constant monitoring of manpower costs to ensure actual spending is within the approved budget.
  • Periodically monitor and report on manpower activities and review actual manpower movements against planned to ensure that plans are adhered to and variations are identified, and the necessary action is taken.
  • Conduct manpower costs data analysis from time to time for proposals on potential cost savings initiatives
  • Collaborate with the Recruitment team/ HRBPs to ensure recruitment plans are harmonized with manpower plans and that appropriate internal candidates are considered in preference to external recruitment and that opportunities for transfer of staff between BU's / functions are fully considered and realized.
  • Identify manpower needs and vacancies including need for development of recruitment programs (e.g. labor recruitment programs, management recruitment programs) to ensure alignment of organizational needs to manpower plans.
  • Assess initiatives that may impact manpower requirements, i.e. level of business operations and growth plans.

Reporting & analytics
  • Prepare manpower estimates and forecasts and other relevant departmental statements and reports timely and accurately to meet the Company and department requirements, policies and standards. Conduct statistical analysis of relevant workforce data and provide critical insights for management reporting.

  • Reviews work carefully to ensure utmost accuracy
  • Constantly assessing the existing processes and procedures for improvements.
Education/Professional Qualification

Bachelor's degree in human resources, business administration or a related field

(added advantage with high proficiency in Ms Excel and analytics tool i.e. Power BI)

Professional Experience

4-6 years of experience in Manpower Planning function within HR department for an organization of a similar scale.
