Job Description


KEY RESULT AREAS / RESPONSIBILITIESEXPATRIATE MANAGEMENT

  • Liaison person of all expatriate management matters.
  • Responsible for the application / renewal / cancellation of expatriate permits such as Employment or Dependent Passes, etc.
  • Responsible for timely issuance/renewal of expatriate staff employment contracts and Annexure.
  • Responsible to administer the end-to-end repatriation procedures, cessation of employment, Offboarding procedures (i.e., issuance of Acceptance of Resignation
Letter/Non-Renewal of Contract/Proration of Leave, Exit Interview scheduling, staff clearance etc.)
  • Responsible to ensure all expatriate management personal files/folder, documentations, filing, register, data (online or manual) is always updated and ready for a successful audit anytime without any non-compliance issues.
  • Responsible to manage positions, manage pending recruits, confirmation, termination, all expat staff data in HRIS system and timely furnish documents to payroll team by the payroll cut-off date.
  • Book hotel accommodation for new hires and arrange for timely payment.
  • Ensure that the expatriate employees are settled in Malaysia by coordinating the services of the real estate agents.
  • Attends to expatriate employees and new hires on all matters related to their education of their children in the schools within TEG group including visits to the schools, issuance of letters to the respective schools and the processing of invoice for payment of tuition fees. Keep an updated register on the payment made for audit anytime.
  • Assist the expatriate staff on the application of dependent pass for their immediate relative such as parents/in-laws/siblings,
  • Assist the expatriate staff on document require for their Social Visit Pass (SVP) application/student pass / Resident Pass etc.
  • Responsible for the registration of the EPF accounts for expatriate staff
  • Conduct Taylor\'s on-boarding briefing to the new hire on first working day.
  • Assist the expat employees in their yearly e-filing/tax return with LHDN.
  • Book flight ticket for expat staff for their annual home passage/repatriation and ensure that that this adheres to company\'s purchasing procedure including cash equivalent request. Keep an updated register on the payment made for audit anytime.
  • Provide advise expat employees with regards to company\'s healthcare plan and Hospitalization insurance/coverage.
  • Arrange for the expat employee repatriation home and to accompany (when necessary) the staff to EPF to expedite their EPF withdrawal and Income Tax for tax clearance.
  • Prepare letters on a need basis for opening of bank accounts/hire purchase for car or credit card application.
  • Attend to routine enquiries and respond according to policies.
  • Provide statistical report and analysis on expatriate and teaching permit matters and recommendation for improvement.
  • Assist in collating information for staff cost budget related to expatriate staff.
  • Work with Group HR (IR Specialist) to provide advice with regards to disciplinary issues and prepare letters related to disciplinary issues if needed
  • Always keep abreast with the latest development on statutory regulations.
  • To obtain police report and commission of oath certification on past due EP cancellation or similar cases if any.
  • To escalate to your superior any potential non-compliance issues timely.
  • Any other responsibilities and ad-hoc tasks that may be assigned to you by your superior and the Head of Department from time to time.
TEACHING PERMITS
  • Responsible for end-to-end process for teaching permit for all academic staff (both local and expat) in Taylor\'s University / College (new application, renewal, deactivation etc.).
  • Responsible to ensure all staff profile with teaching permit updated at eIPTS system.
  • Maintain up to date teaching permit register for a successful audit without any noncompliance issues.
  • Maintain good rapport with the respective government Ministry to keep abreast with the latest development on statutory regulations always.
  • Maintain good rapport and communication with internal stakeholders keeping them updated on their teaching permit related matters.
  • To escalate to your superior any potential non-compliance issues timely.
  • Any other responsibilities and ad-hoc tasks that may be assigned to you by your superior and the Head of Department from time to time.
OTHERS
  • To be well verse with policy, procedure, and processes within portfolio.
  • Keep abreast of the prevailing and relevant regulations and Acts.
  • Enthusiastic participation in HR initiatives, projects, meetings, and activities.
  • Establish good rapport and team spirit among all levels of employees.
  • Any other responsibilities and ad-hoc tasks that may be assigned to you by your superior and the Head of Department from time to time.
JOB SPECIFICATIONSQualification
  • Preferably possess at least a degree from a recognized institution in the field relevant to the appointment or a Diploma with substantial work experience as a specialist in this field.
Related Experience
  • Preferably at least 5 years of working experience in Human Resources with 3 years in the similar capacity
KEY COMPETENCIES
  • Good knowledge of HR practices, processes, procedures, and documentation in relation to expatriate management and teaching permit matters.
  • Good knowledge of relevant legislation pertaining to Immigration and relevant HR related matters.
  • Excellent knowledge in using Ms Excel, Ms Word, Adobe and Ms Powerpoint. Preference to have experience and knowledge of HRIS system (i.e: SAP HR, Success Factors, Peoplesoft, Ramco, Prosoft, etc.
  • Good time management skills including the ability to plan and organize one\'s own work.
  • Maintain confidentiality and compliance to prevailing company policies and statutory matters
  • Self-motivated, proactive and team player. Good Interpersonal & communication skills
  • Resourceful and able to complete tasks independently.
