Overal Summary:
The Head of Innovation and Information Technology leads digital transformation, ensures a robust and secure IT infrastructure, and optimizes highway operational technologies such as tolling, traffic management, and associated digital platforms. The position blends strategic foresight with operational execution to improve service quality, efficiency, and user satisfaction.
Job Responsibilities:
Strategic Direction

• Design and implement the company's IT and innovation strategy in alignment with corporate objectives and long-term modernization goals.

• Lead and advocate digital transformation and intelligent highway innovation initiatives.

• Assess and deploy emerging technologies (e.g., AI, IoT, cloud) to enhance operational performance and the road user experience.

IT Operations Oversight

• Direct the full lifecycle of core IT services--covering infrastructure, network security, enterprise applications, and user support organization-wide.

• Guide the development and management of IT governance, data protection standards, business continuity frameworks, and disaster recovery plans.

• Maintain cybersecurity adherence to relevant regulations and industry standards.

Highway Operations Technology Management

• Oversee all domains of highway operational technologies, including:

• System of toll collection (manual, ETC, RFID, ANPR)

• System of traffic management (lTS, VMS, CCTV,sensors)

• System of tunnel and building management (SCADA, HVAC, power)

• Supervise system upgrades, integrations, and issue resolution to sustain high availability and optimal performance.

Innovation & Digital Evolution

• Pinpoint business process optimization opportunities leveraging automation, data analytics, and innovation.

• Lead pilot program, proofs of concept, and strategic technology collaborations with startups, vendors, and academic partners.

• Advance sustainability initiatives via green technologies and intelligent energy management solutions.

Project Execution & Delivery

• Ensure major IT and highway technology projects are delivered on schedule, within budget, and to defined quality standards.

• Administer vendor partnerships, enforce SLAs, and lead contract negotiations.
