Senior Project Engineer (Onshore Gas Processing Plant)

Location: Kuala Lumpur

Contract: 2-year Fixed Term Direct Hire

Work Schedule: Monday - Friday

Salary / Package: Monthly salary in MYR

The Role:

Responsible for executing the Onshore Gas Plant engineering and construction project starting from FEED / EPCC tendering until completion of FEED / EPCC execution, i.e. Basic engineering design, Detailed engineering design, procurement, construction & pre-commissioning, commissioning, plant performance test and handover to operation. The job holder also interfaces, coordinates and manages multi-disciplinary engineers, legal, procurement, commercials, contractors, and vendors to deliver the projects in accordance with Company's technical requirements, schedule, and budget.

Responsible for the Project Execution covering all Engineering Phases from CFT development, Tendering execution, Basic engineering, Detailed engineering, Construction, Pre-Commissioning, Commissioning, Start-up and Performance test of Onshore Gas Plant.

The Senior Onshore Project engineer shall be responsible for, but not limited to, the followings:

  • Be a project focal point to develop project execution plan, project schedule, contracting strategy, project risk assessment and project management procedures
  • Be a project focal point in coordinating and stakeholder management with authorities, JV Partners, contractors and vendors
  • Prepare close-out report covering all phases/contracts
  • Prepare interface matrix and coordinating interfaces between Onshore Gas Plant and offshore facilities with relevant project engineers, project stakeholders and team.
  • Define contract interfacing between numbers of contract and assure zero gap of scope among contracts including any procurement activities during execution stage e.g. long lead items, QA/QC service, Construction service, etc.
  • Ensure alignment of design information share/exchange between disciplines in timely manner.
  • Develop tender requirement for Long Lead Items (LLI) in the responsible discipline and ensure all scope fully captured as contract requirement for the subsequent stage. Including to be assisting tendering team to conduct tendering process until award.
  • Facilitate meeting, workshop, coordination between client project team, contractor, supplier, operation, maintenance, etc.,
  • Responsible to provide justification to resolve relevant project management issues, queries, deviations, and discrepancies among relevant engineering deliverables.
  • Responsible for coordination and communication with other disciplines, as onshore project focal point in executing the project.
  • Participate and contribute to technical review sessions e.g., HAZID, ALARP, Project Technical Review, etc. as a project focal point.
  • Provide general supports during engineering phase and take the lead role in construction, pre-commissioning, commissioning phases to disciplines where applicable.
  • Responsible to executing any procurement items of the project by managing the interface between the related discipline engineers, procurement officer including any other related functions (e.g. Logistic team, QA/QC team, etc.) in procurement of equipment/materials and long-lead items including to material testing/inspection when required.
  • Develop tender documents and project requirements for OGP2 and ensure all scope fully captured as Contract requirement for the subsequent stage. Including to be assisting Tendering team to conduct tendering process until award.
  • Monitor and resolve any project management issues surfaced at job-sites expeditiously for smooth completion of fabrication and installation.
  • Ensure correct engineering as-built mark-ups for all disciplines and coordinate with design contractor to update into As-built design package and ensure smooth hand-over of both engineering design package and constructed facilities.
  • Prepare a regular progress report for issuance to the Project Manager and establish a daily routine with the Project Manager on all project management issues.
  • Promote the implementation and adherence to the Company's SSHE rules and regulations.
  • Ensure the proper administration and follow-up of the project's documentations e.g. Technical Query (TQ), drawings, etc. Generate corrective actions when required.
  • Support Project manager in any special assignment may have during the execution of project.
Education:
  • Bachelor degree in Engineering or related field
  • Master Degree is advantage but not necessary
  • Professional certificate by accredited Bodies / Associations e.g. PMI is an advantage but not necessary
Desired Competency:
  • Must have extensive knowledge of Onshore Midstream / Downstream project management, construction, budget control, schedule control and quality control management.
  • Familiar with international codes and standards related to Onshore engineering commonly accepted in the oil and gas industry including related local regulations for Onshore plant design and construction.
  • Must have a good understanding of facilities design and production operations including a broad range of expertise on conceptual, development and production operations of Onshore constructions.
  • Good verbal communication, coordination and organizing skills with the ability to work with minimal supervision and liaise effectively and efficiently with other team members within / outside Department.
  • Demonstrate a high level of interpersonal skills and integrity
  • Stakeholder Management skills - Proven ability to build strong working relationships with internal and external parties
Experience and Attributes:
  • Minimum of 20 years' experience in Onshore gas plant / petrochemical/refinery industry with minimum 10 years' experience in Project management role with proven track record in FEED, Detailed Engineering, EPCC, onshore construction, projects management & execution.
  • Experiences in FEED and/or EPCC of Onshore gas plant/petrochemical/refinery and Onshore pipeline
  • Experiences in project management for the project which have Licensor contractor during FEED/EPCC are advantageous.
  • Experiences as Company Site Representative (CSR) and/or field engineer during onshore plant construction for major project are preferable
  • Experiences in project management with scope of shore approach pipeline are advantages.
  • Experiences in FEED and/or EPCI of Offshore facilities are advantageous.
  • Experiences in CFT development and Tendering execution of Onshore gas plant/petrochemical/refinery industry is an advantage
  • Experiences in projects with high H2S content are advantageous.
