Division : HumanitarianGrade : FLocation : Located in Kuala Lumpur, MalaysiaResponsible to : Head of Humanitarian Quality ServicesDate : December 2024JOB PURPOSEContribute to and support the Sexual and Reproductive Health (SRH) programming and advocacy portfolio in emergencies, providing guidance and a framework for action at Member Association level and representing the Federation regionally and globally as appropriate. The portfolio will include close technical support to Member Associations in the South-Southeast Asia region through the SPRINT project, as well as humanitarian SRH activities through core and restricted funds in other regions, ensuring a nexus approach.JOB CONTEXTIPPF is a global healthcare provider and a leading advocate of sexual and reproductive health and rights for all with the vision that all people are free to make choices about their sexuality and well-being, in a world free from discrimination. IPPF aims to continue supporting our local members to increase our reach in humanitarian settings and ensure rapid life-saving responses in high-risk countries. A locally led and feminist approach is central to this by engaging the existing expertise of Member Associations and partners and mobilizing the energy of our youth volunteers.This role will provide technical assistance to the Humanitarian Programs with a Nexus- development approach and IPPF MAs on SRH and its intersections with SGBV and represent the Federation in regional and global forums if applicable.This is an exciting job that will be at the heart of transforming how we deliver SRH in Emergencies (SRHiE) services, better leveraging its role in wider norm change seeking to be braver according to how much each context can stretch and develop solid implementation principles and safe monitoring systems.KEY TASKS

  • Advise the Head of Humanitarian Quality Services to ensure that the SRH in Emergencies portfolio is integrated with IPPFxe2x80x99s broader SRHRJ mandate.
  • Provide evidence-based technical support to Regional Offices and MAs to build their capacity on SRH in Emergencies programs, maximizing opportunities to reach women & girls, youth, people with disabilities, people with diverse SOGIESC, PLHIV, ethnic groups, etc.
  • Contribute to delivering the outcomes of IPPFxe2x80x99s new Strategic Framework (Locally Owned: Globally Connected: A Movement for Change), the humanitarian global deliverables and oversee SRH technical assistance in humanitarian programs with a nexus approach.
  • Develop and coordinate planning of specific SRH in Emergencies interventions including but not limited to the Minimum Initial Service Package (MISP) developed by the Inter-Agency Working Group on Reproductive Health in Crises (IAWG).
  • Collaborate closely with technical colleagues across the Secretariat to inform SRH in Emergencies strategic, programmatic and technical direction and support development and rollout of technical guidance, tools and other products. This may involve participation in technical workstreams, action teams or taskforces on specific thematic areas and technical priorities.
  • Development of SRHiE proposals, program design, work plans, implementation, reporting and M&E and compliance with the requirements and regulations of respective funding streams.
  • Support the preparation of reporting documents for each of the different humanitarian projects/programs.
  • Accompanying on-site visits and evaluations when necessary and in the logic of clinical support, technical monitoring of processes and technical qualification of teams in the development of their projects and/or programs.
  • Support the development of a Global Surge Platform, peer-to-peer learning and best practices exchange and team members oversight during deployment.
  • Support the design and implementation of SRHiE innovative approaches in humanitarian settings, such as digital health, community engagement, etc.
  • Contribute to the capacity strengthening of MAs and other stakeholders on SRHiE and Quality of Care including the development and facilitation of relevant training, follow-up, mentorships, peer to peer strategies.
  • Work in coordination with the Senior Sexual and Gender Based Violence Technical Advisors, the Senior M&E Humanitarian Advisor, the Sexual and Reproductive Health Pacific Senior Advisor, Head of Humanitarian operation, Architects of Cooperation and RO humanitarian advisors to ensure project progress.
  • Work closely with the Communications Team to elaborate technical documents and/or materials to make IPPFxe2x80x99s SRH in Emergencies programing visible (e.g. life stories, case studies, videos IEC materials, posters, leaflets, etc).
  • Work closely with the Abortion Global Lead to increase the capacity of MAs to provide abortion quality health services in humanitarian settings.
  • Work in coordination with the Performance, Learning and Impact Team to leverage IPPFxe2x80x99s expertise and learning for the benefit of IPPF Members Associations and the wider SRHR community.
  • Work closely with the Supply Chain Management team to ensure MA's delivery of commodities and good for SRHiE.
  • represent IPPF effectively in relevant regional/global technical and advocacy groups in the humanitarian sectors and build partnerships with external partners.
  • Contribute to the implementation of IPPFxe2x80x99s gender equality policy.
  • Support and encourage MAs to implement safeguarding policies and procedures in humanitarian settings.
  • Undertake such other reasonable duties as may be requested.
PERSON SPECIFICATIONEducation & QualificationsMedical/ nursing/ midwifery education, preferably with graduate qualification in Reproductive Health/ Public Health / Social Medicine / equivalent and with significant experience in sexual and reproductive health in humanitarian settings. The successful candidate will have:Skills/Expertise
  • Significant experience in comprehensive SRH, program design, implementation, capacity building and advocacy in humanitarian settings.
  • Significant experience of working with SRHiE including but not limited to MISP but not limited to the implementation of the Minimum Initial Services Package (MISP).
  • Excellent understanding of the associated technical and political issues related to SRH services in humanitarian settings including MNCH, SGBV, HIV/STI, and post-abortion care issues.
  • Understanding of the international humanitarian aid systems, humanitarian architecture, and how to work collaboratively with other sectors that are important for emergency response (WASH, protection, nutrition, etc).
  • Experience in monitoring SRH programs and quality of care in clinics and outreach settings, especially in humanitarian settings.
  • Experience in strengthening health care providers skills on SRHiE Quality of Care.
  • Substantial experience in working collaboratively with partners.
  • Significant experience developing organizational guidance and promoting reflective learning on technical issues relating to SRH.
  • Advanced understanding of gender transformative programming and inclusion, and on how humanitarian crises affect different segments of a population, including women and men in their diversity, youth, people with disabilities, including those of diverse sexual orientation and gender identity etc.
  • Significant experience of training and mentoring teams on SRH programming with the ability to bring diverse actors together across cultures and geographies to create an aligned and powerful force for change.
  • Strong track record of technical leadership, and proven ability to produce demonstrable results.
  • Experience of working in diverse cultural contexts.
  • Strong facilitation and presentation skills to internal and external audiences.
  • Sound judgement, particularly in constrained and pressured situations and environments.
  • Fluent in English, other IPPF languages desirable.
