Minimum requirement of Certificate of Competency (COC) -Chief Mate of 3,000 GT or more Unlimited Trade Voyages with experience at least three (3) years; OR 2. Qualifications from a tertiary intuition recognized by the Administration or by the recognized organization, within a relevant field of management, engineering or physical science at least eight (8) years marine experience. 3. Possess a Certificate of Competency (COC) as an STS Superintendent III) JOB DESCRIPTION : 1. Responsible for setting up the complete dry bulk terminal and Ship-to-Ship (STS) dry bulk operations process; and layout for Phase 1A in order to achieve the targeted commitment sets by the customers (minimum 8,000 MT PWWD) and overall project masterplan. 2. Responsible for the operations or custody activities at the terminal, which for planning, overseeing, implementing, managing the undertaking of such activities by the terminal and/or contracted third party personnel in a timely efficient effective manner so as achieve the objective of the port to provide a timely, cost-effective quality service to the port\'s users. 3. To undertake and manage such activities to meet or exceed management\xe2\x80\x99s productivity targets and adhering to best practices and standards ensuring proper due care of cargo, their storage, stowage, stacking, transportation, and handling. 4. Liaise with related local agencies and authorities for any related licenses and operations approval. 5. Prepare, review and maintain SOP\xe2\x80\x99s and WI\xe2\x80\x99s for operations department, and Contract/Service Agreement for potential customers/users and operational contractor. 6. Prepare the recruitment plan and line up for Phase 1A operational team (direct employment and outsource). 7. Oversee, train and coach the operation key staffs and monitor individual\xe2\x80\x99s performance. 8. Direct involvement with the potential contractors, agents, customers, shippers, cargo owners and other related parties/port users and authorities on project progress updates, changes, etc. 9. Report to top management on the status of the overall operational setup updates, requirements, expenses, arising issues and changes; to ensure due compliance. 10. Proactive and ready to assume other assignments in terms of duties and responsible that may be included within the scope of work. 11. To carry out all other duties, functions and responsibilities as directed by the Management.
