Job Description


ROLE PURPOSE Manage in reviewing, recommending and implementing talent management strategies, framework, policies, initiatives, practices and processes i.e. human capital strategies, framework and analytics, jobs and structure design, competency model, workforce planning, sourcing and succession management to support the Labuan FSA\'s mandate and strategic objectives. Act as a business partner, to provide advice and implement talent management solutions to line departments and the LFSA\'s subsidiaries. PRINCIPAL ACCOUNTABILITIES Human Capital Strategies, Framework and Analytics Review, recommend and develop human capital strategies, framework and financial budgeting to support Labuan FSA\'s mandate and strategic objectives. Manage the human capital analytics by reviewing, recommending and providing key data, trends, issues, insights and recommendations to the management to make better decisions in all aspects of Labuan FSA\'s human capital strategy and planning. Manage people risk through assessment, identification, measurement, mitigation and communication of risks via specific plans and interventions, and collaborate with relevant stakeholders to effectively manage people risk in Labuan FSA. Manage Human Resource Management System (HRMS) and other HRM-related systems effectively to support operational needs, data management and analytics. Jobs, Structure, Competency and Workforce Planning Provide advice and views to line departments and the management in the area of role, manpower and competency requirements by applying the right methodology of job evaluation and organisation design, role profiling and workforce planning. Manage in developing and enhancing the competency model to ensure relevance to Labuan FSA\'s needs as well as plan and implement relevant initiatives to cultivate and create visibility of competency to support Labuan FSA\'s strategic intent to become a high-performing organisation. Profiling, Progression, Succession Management and Development Manage in developing, implementing and reviewing succession management strategies, frameworks and processes to ensure a sufficient pool of leaders at all times. Manage in developing, implementing and reviewing career management infrastructures to strengthen the operationalisation of talent supply initiatives so as to support the Labuan FSA\'s human capital requirements. Manage in reviewing, developing and implementing integrated profiling framework, policies, procedures and tools for all levels to facilitate robust decision-making process in identifying the right talent for the right position. Manage in developing, implementing and reviewing leadership development programme for succession pool to enhance leadership bench strength. Manage in developing, managing and maintaining the database of career profiles, succession and progression plans as well as all inventory information of top talent including Mission Critical Talent. Undertake a secretariat role, recommend guidelines, interventions and process improvement for Talent Council members to ensure smooth Talent Council operationalisation. Sourcing and Employer Branding Lead in developing sourcing strategies (including the development and implementation of the employee value proposition) to support in delivering Labuan FSA\'s mandate. Manage in developing effective recruitment and selection policies, procedures and processes as part of the continuous improvement process to support the overall direction of Group Human Capital. Manage the implementation of recruitment strategies by developing and operationalising recruitment initiatives and processes efficiently and effectively (including the execution of key operations i.e. end-to-end sourcing, profiling, placement and resignation). Provide holistic options to better address the talent shortage in Labuan FSA with regards to the collaboration and integration with other components of talent supply. Manage employer branding for Labuan FSA through review, design, recommend and execute branding efforts to enhance the attraction, selection and retention of talent by working closely with the People Performance and Experience and Corporate Communications teams. Manage in designing and delivering effective communication strategy to increase overall employee awareness, engagement and enablement that includes areas on culture, work climate and advocacy of Labuan FSA\'s values. Stakeholders Engagement and Continuous Improvement Network, collaborate and syndicate with internal and external stakeholders to continuously understand/ identify human capital of current and emerging issues/ concerns as well as continuously provide effective advice, solutions and strengthen human capital strategies, framework and analytics, jobs and structure design, workforce planning, competency, sourcing and succession management in Labuan FSA. Keep abreast with the latest developments and trends in Human Capital Management and review, recommend and implement continuous framework, policy, process and system improvements to ensure timely, quality and credible infrastructures particularly in the area of human capital strategies, framework and analytics, jobs and structure design, workforce planning, competency, sourcing and succession management. Other Relevant Assignments and Projects Manage and/ or participate in designing and implementing related projects and initiatives as and when required, to support the Labuan FSA\'s human capital management agenda. QUALIFICATIONS AND EXPERIENCE Academic Qualifications: Degree/Master or professional qualifications in Human Resources, Business Administration or any relevant field. Experience: Minimum 5 years of working experience with 2 years in a supervisory role in the relevant area. Experience in designing in any field of human capital framework, policy and practices i.e. jobs and structure design, manpower planning, competency, sourcing, profiling, and succession management is an added advantage.
