Key Responsibilities:
1. Customs and Trade Compliance Management
Oversee all import and export operations to ensure compliance with the Royal Malaysian Customs Act, MITI, SIRIM, MAQIS, and other relevant regulations.
Approve and review HS code classifications and ensure accurate customs declarations (K1, K2, permits, CO, etc.).
Maintain and update internal trade compliance SOPs to reflect current regulations and company requirements.
2. E-Ruling and Tariff Classification
Lead and manage E-Ruling submissions to the Royal Malaysian Customs Department for tariff clarification and classification accuracy.
Provide expert guidance on HS code determination, duty rates, and trade policy implications.
Maintain comprehensive records of E-Ruling applications, approvals, and supporting documentation.
Train internal stakeholders on HS classification, tariff rulings, and regulatory procedures.
Knowledge of U.S. CBP (Customs and Border Protection) E-Ruling processes will be considered an added advantage, especially for companies engaged in U.S.Malaysia trade.
3. Free Trade Agreement (FTA) and Duty Optimization
Evaluate product eligibility under FTA frameworks such as ATIGA, AJCEP, RCEP, and others to optimize tariff benefits.
Oversee preparation and submission of preferential Certificates of Origin (CO) via DagangNet or MITI ePermit/ePCO systems.
Manage duty exemption and tax incentive applications under MIDA or other relevant authorities.
4. Compliance Audit and Risk Management
Establish and lead internal trade compliance audits to identify potential risks and corrective actions.
Coordinate with customs officers and external auditors during regulatory reviews or inspections.
Ensure compliance documentation is properly maintained for audit and record keeping purposes.
5. Stakeholder Engagement and Advisory
Act as the key liaison with Royal Malaysian Customs, MITI, SIRIM, MAQIS, and other agencies.
Provide compliance advisory and updates to management on changes in customs laws and trade policies.
Collaborate closely with internal departments such as procurement, finance, and logistics to ensure smooth and compliant trade operations.
6. Leadership and Continuous Improvement
Lead and mentor the trade compliance team to strengthen knowledge in customs and trade regulations.
Drive continuous improvement initiatives to streamline compliance workflows and improve operational efficiency.
Stay current with global trade developments, customs law updates, and international compliance standards.
Requirements:
o Bachelor's Degree in International Business, Logistics, Supply Chain Management, or related field.
o Minimum 5-8 years of experience in customs and trade compliance, with at least 2-3 years in a managerial role.
o Strong knowledge of E-Ruling application processes and HS code classification (Malaysia Customs).
o Familiar with DagangNet, MITI ePermit/ePCO systems, FTA regulations, and Customs Act 1967.
o Experience dealing with Royal Malaysian Customs Department and relevant authorities.
o Knowledge of U.S. CBP E-Ruling procedures is an added advantage.
o Excellent analytical, leadership, and communication skills.
o Ability to manage multiple compliance projects and work cross-functionally with internal and external stakeholders.
