Job Description


The Position Responsibilities This role is accountable for the development and implementation of key policy outcomes and then design the policy strategies, framework and milestones for driving the outcomes. Be actively engaging and represent Roche in front of government stakeholders and institutions This incumbent will be responsible for driving integrated government affairs strategy activities, working closely with colleagues from healthcare system shaping, patient advocacy & corporate communications, media relations, social media, to enhance Roche\'s reputation establish strategies for addressing business critical topics and work owith representatives of other functions to deliver multi-stakeholder engagement plan Identify policy gaps, maintain existing policies, update policies and facilitate the holistic policy lifecycle from development through implementation, including developing relevant supporting documents and tools for policy operationalization Partner with a broad group of stakeholders such as payer, patient advocacy to provide expertise, information and tools that will help improve standards of care, access and health outcomes for patients Participate and actively engage in industry coalitions and industry groups to understand the development of policies and regulations Keep up-to-date of healthcare policy change in Malaysian healthcare system to proactively evaluate its possible impact to reimbursement strategies Support the General Manager (GM) in the development and management of sustainable partnerships with local government stakeholders and business partners Build and establish meaningful healthcare partnering relationships with both public and private strategic stakeholders who are responsible and involved in the patient value chain at national, state and account level Serve as a key point of contact for Roche Pharma Malaysia as the interface to access, policy and communication perspectives with the government and their agencies, relevant industry trade groups, PhAMA, healthcare professional associations, NGOs, media, etc to derive the greatest value from these engagements Identify, synthe and cascade changes on the horizon to relevant communities in the organization. This includes environment changes with relevance to healthcare and trade policies, financials, politics, etc. Identify and support resource requirements to enable implementation of policy, market access and communication tactical projects of planned brand and above brand strategies Liaise with APAC Region, Global, and Community of Interests/Practices on public policy and market access projects to ensure learning on shared best practices and efficient adoption of relevant initiatives. Support and enable communications strategies to establish an agile organization with a working culture that drives results that is patient/customer value focus that is consistent with the organization\'s vision, mission and strategic intent Co-lead the Crisis and Reputation Management of the organization, with clear support through communications and stakeholders engagement plan One of the official organization spoke persons with external and media Comply to Roche good practice guidelines, policies and procedures as well as in alignment with PhAMA Code of Practice and Government Code of Ethics Regularly monitor performance indicators such as public policy, market access and communications plan delivery, budgeting, and ensure timely actions are taken Ensure adequate tools are developed and in place to assist/enable planning, implementation of plans and performance monitoring Any other duties that may be assigned from time to time as required by the business. Qualifications, Skills and Experience Bachelor\'s degree required, Master relevant field preferred 15+ years of experience in relevant policy or regulatory environment - pharmaceutical/life sciences company or equivalent preferred Demonstrated creativity and innovation in strategy and execution and flexible to find the right balance in working strategically and operationally agile and hands-on mentality enjoys a fast-paced, often unpredictable environment Outstanding interpersonal skills, ability to work collaboratively within a matrix team, and with a wide array of internal and external stakeholders on complex issues, effectively work across functions with strong collaboration skills Outstanding verbal and written communications skills Ability to work in a geographical and culturally diverse environment Strong business acumen with a solid background in the pharma/biotech industry Corporate affairs experience preferred Fluent in English and Bahasa Melayu is mandatory Who we are At Roche, more than 100,000 people across 100 countries are pushing back the frontiers of healthcare.
